The Public Partnerships Division (PPD) Tokyo Office is seeking a qualified person to fill the role of Public Partnership Specialist temporarily for 364 days to cover a maternity leave. PPD works to strengthen UNICEF’s position as a partner of choice for children’s right among governments and public actors around the world. The Division is doing this by positioning children’s rights in the intergovernmental and multilateral fora and engaging with governments and public institutions as resource, policy and programme partners. A key premise for PPD is that the engagement with countries should be holistic based on multiple aspects of partnerships, including policy advocacy and resource mobilization. PPD Tokyo Office strives to enhance strategic partnership with the Government of Japan (GoJ) through policy advocacy, resource mobilization, and field support. Under the general guidance and direction of the Senior Advisor for Japan, the post is responsible for acting as the first point of call for the GoJ counterparts at appropriate level including desk officers for UNICEF and regions/countries, providing technical guidance to the regional and country offices to enhance engagements with the Japanese embassies and Japan International Cooperation Agency (JICA) country offices, and supporting the grand management including preparation of agreements and quality assurance of the project with timely and quality donor report submission. The post also supports key opportunities for policy advocacy with GoJ and conducts analysis on the GoJ funding trend.

Job organizational context:

The Public Partnerships Specialist reports to the Senior Advisor of PPD Tokyo.

 

Purpose of the Assignment:

Summary of key functions/ accountabilities:

1. Partnership promotion: Seeks and promotes new partnerships and resource mobilization, ensures maximum resources from GoJ raised and leverage, working with UNICEF colleagues to identify partnership and resource mobilization needs and broker resource mobilization agreements to meet those needs. Receives and screens inquiries from potential collaborators and facilitates communication with appropriate UNICEF staff. Scans and scouts external environment within designated partnership area for opportunities and risks and shares information in a timely fashion with relevant UNICEF staff. Provides strategic, logistical and programmatic support to senior management and other UNICEF staff in corporate engagement and interaction with assigned partners. This includes:

•    Develop intelligence database on the donor’s focus on funding to UN agencies, including focus countries and themes, and provide timely guidance to the regional and country offices on donor engagement.

•    Analyze key information from documents including the Japan donor profile and guidance notes on donor engagement and specific funding schemes.

•    Provide technical support to the country offices in funding negotiation, through close communication with the country offices and the donor at HQ level.

•    Contribute to proposals review submitted from the country offices to ensure the quality and full alignment with the donor’s focus.

•    Act as focal point for key country to strategically pitch with GoJ counterparts based on UNICEF’s needs.

•    Provide timely and quality technical response to queries and information requests from the donor counterparts, as well as from the country, regional offices and other HQ divisions related to the GoJ funding and partnership.

 

2.   Grant management: Provide technical advisory and guidance to ensure quality grant management including reporting and timely full utilization

•    Review the progress and final reports of a project supported by GoJ and provide feedback to the country offices.

•    Develop agreements and monitoring system for the timely submission of quality donor reports and utilization of funds.

•    Provide guidance to the country offices and implementation on reprogramming and No Cost Extension process with a contribution to smooth approval by donors. 

 

3. Policy advocacy: Contribute to strategy development to enhance the partnership, engagement and policy alignment with GoJ.

•    Identify key policy advocacy opportunities in close coordination with the donor, including agenda setting, preparation of briefing notes, planning events and activities, note taking, and follow-up on action points. (e.g. a visit of Executive Director, the Japan-UNICEF Annual Policy Consultation)

•     Analyse available intelligence on key opportunity for policy advocacy outside of Japan.

•     Contribute technical input to the GoJ key counterparts focusing policy alignment (e.g. inputs on the donor’s annual evaluation of multi-lateral agencies)

•     Develop briefing notes / strategies paper for high-level meetings at the HQ with GoJ officials; and for senior UNICEF staff visits to Tokyo.

 

4. Analysis: Conduct analysis on the donor’s funding trends/forecast.

•     Formulates and analyzes Core Contribution, Grant Aid, Emergency Grant Aid, and the Supplementary Budget; and use their findings for policy advocacy

 

5. Other: Carry out any other duties assigned by the supervisor

 

Qualifications of successful candidates:

• Education: Advanced university degree particularly social science, public administration, or financial management related field, development studies or related field.

• Experience: At least five years of professional work experience at the national and international levels in external relations, liaison and/or any resource-mobilization related activities, social and economic development or humanitarian assistance, preferably with UNICEF country office experiences; planning and coordination; monitoring and evaluation.

• Language Requirements: A high level of proficiency in both written and oral languages of English and Japanese is required.
