Background

The Leave No One Behind (LNB) Project builds upon the vast experience of the UN and UNDP in addressing social inclusion and the needs of vulnerable groups. It will support the implementation of the newly shaped vision of the social sector in Albania, in line with the Sustainable Development Goals (SDGs) and the country’s aspirations towards EU integration. LNB avails of technical expertise and know-how of UN agencies aiming at allowing for greater impact and outreach by focusing on the municipal level and its linkage to the national level. The objective of this four-year programme (2017 – 2021) is to empower vulnerable persons and groups to have equal access to public services and opportunities, to have a voice in public decision-making affecting their lives, and hold the duty bearers accountable.

Since service delivery is realized mostly at local level, the project’s intervention focuses primarily at this level. Two of the three outcomes reflect this thrust – by empowering the beneficiaries in need of measures for their social protection to access and to contribute themselves to their social inclusion (outcome 1), and by capacitating municipalities the service providers to provide services and to promote social inclusion (outcome 2). The third outcome reflects the project’s concern with anchoring its interventions at system level, i.e. to contribute to the further development and implementation of policies relevant for social inclusion, including its funding.

The project’s implementation is the responsibility of the four UN agencies UNDP, UNICEF, UN Women and UNFPA, and funded by Swiss Development Cooperation (SDC).

Duties and Responsibilities

Scope of the assignment

UNDP seeks to contract a qualified professional to lead the process of conducting and completing a satisfaction survey, which will serve the purpose of collecting gender-disaggregated data on the quality and quantity of social services tailored for and targeting vulnerable groups (focusing on Roma and Egyptian people and on persons with disabilities).

On the short and medium term, the data and information collected by the satisfaction survey will serve as a basis for: 1) establishing baseline information and better monitoring the LNB project’s interventions in support of the Government of Albania, and those of other UN agencies, civil society and relevant development partners, and 2) informing LNB’s internal planning and implementation of activities in support of institutions providing social services for vulnerable groups at sub-national level.

On the long term, the periodic (annual) monitoring and evaluation of the quality and quantity of services provided to vulnerable groups is expected to serve as a good basis for program and project development, for government policy dialogue and for civil society engagement

The contracted professional will lead a team of two junior researchers who will collect information directly by the vulnerable groups benefiting from / affected by the social services provided at sub-national level in the target municipalities. The information will be collected by using instruments of social research comprising primarily of structured and/or semi-structured questionnaires and, only if necessary, individual or focus group interviews. The vulnerable groups targeted by LNB are located in 15 selected municipalities: Tirana, Durres, Shkodra, Korca, Berat, Ura Vajgurore, Dibra, Lushnja, Fier, Kruja (Fushe Kruja), Lezha, Pogradec, Kukes, Prrenjas and Permet.

Besides collating the information collected in accordance to agreed criteria, the contracted proffessional should also provide a descriptive analysis of data indicators and present correlations whenever present. The analysis should be supported with graphs, tables, maps, and other illustrations.

The selected proffessional should provide a high-quality, well-written draft by analysing the processed data as well as identify important issues, trace trends whenever they are reported by respondents, and provide conclusions and recommendations that would help the LNB project and the beneficiaries including the service providers, CSOs, DPOs and other development partners to design and/or tailor their short or mid-term interventions benefiting vulnerable groups in Albania.

In particular, the survey should provide information about:

  1. The current social services benefiting vulnerable groups (Roma and Egyptian people and persons with disabilities) in the 15 selected locations: a full listing of all services grouped in accordance with location (municipality, region, etc.), type of provision (psycho-social counselling, legal support, institutional, community, etc.), type of institution (residential, day respite care, etc.), governance of services (locally-based locally-provided, locally-based nationally-provided, locally-based regionally-provided, mixed provision, NGO provision, etc.) et cetera.
  2. A mapping of beneficiaries per each location/municipality: a table with gender-segregated data grouped by type of vulnerability (Roma, Egyptians, PwD)
  3. The level of satisfaction of beneficiaries with the current social services: a mixed data (qualitative and quantitative) analysis of each service per each vulnerable group per each location. A specific analysis is required for specific types of disabilities (physical, mental, hearing impairment, sight impairment, sensory, educational disorders, etc.)

The methodology to be used in conducting the Survey would be:

Survey type:                                             

- Mixed (qualitative and quantitative) data collection, with qualitative discourse analysis;

Technique:

- Questionnaire (with limited face-to-face individual and/or focus group interviews if/when needed)

Questionnaire:

- (semi) structured questionnaire, up to 30 minutes, standard questions

Fieldwork period:

- February 2018.

Territory and target group:

- Roma, Egyptian and people with disabilities in the following 15 municipalities: Tirana, Durres, Shkodra, Korca, Berat, Ura Vajgurore, Diber, Lushnje, Fier, Kruja, Lezha, Pogradec and Kukes, Prrenjas and Permet,

Sample size:

- Random representative sampling with respondents in all 15 selected municipalities, with an average of 20-30 respondents from each vulnerable group. A total of 200-300 respondents in all 15 municipalities.

Ethical considerations:-

- The lead researcher will make sure the interviewers are well acquainted with the sensitivities of questions and that they remain unbiased. Written prior consent of respondents is mandatory.

The survey should be conducted based on a UNDP-approved questionnaire.

Expected Outputs and Deliverables:

  • Outline of the Methodology and Work-plan completed and submitted - 3 working days (by end of January 2018)
  • Oversight of data collection provided, data collated and analysed, draft findings presented - 4 working days (during February 2018)
  • A narrative report in English language, not exceeding 15 pages, including analysis, findings, conclusions and recommendations based upon descriptive and analytic statistics, including graphs, tables and charts generated from the data collected in the survey, submitted and accepted - 3 working days (by mid-March 2018)

Duration of the Work

The duration of this assignment is for a maximum of 10 person-days over the period of January – March 2018. The target start date is 25 January 2018.

Payment modality

Payments for the deliverables will be made in one instalment following the successful completion of the Survey, upon billing by the consultant and subject to quality review, clearance and acceptance by the UNDP LNB Programme Coordinator.

  • Proven capacity to conduct surveys and data analyses on social issues at sub-national level in Albania; surveys with Roma and Egyptian people and persons with disabilities in all 15 selected municipalities is considered an asset
  • Proven experience in data-collection and data management and analysis and preparation of reports.
  • Proven capacity to absorb, analyse and synthesize complex information within tight deadlines.
  • Proven track record of cooperation with international organizations operating in Albania; direct experience with UN/UNDP is considered an asset
  • Strong analytical, writing and communication skills in both Albanian and English.

Required Skills and Experience

Academic qualifications:

  • Advanced graduate degree in Statistics, Social Sciences, Management, Economics or a Development related discipline is required.

Relevant experience:

  • At least 10 years of proven track record of social surveys in Albania (list of performed field research for the last 5 years)
  • Very good knowledge of Social Services policies and programmes.
  • Previous experience/familiarity with UNDP or other UN agencies is an asset.

Evaluation Procedure

UNDP applies a fair and transparent selection process that would consider both the technical qualification of Individual Consultants as well as their financial proposals. The contract will be awarded to the candidate whose offer:

  • Is deemed technically responsive / compliant / acceptable (only technically responsive applications / candidates will be considered for the financial evaluation)
  • And has obtained the highest combined technical and financial scores.

Technical Criteria - 70% of total evaluation – max points: 700

Criteria A: Proven track record of social surveys in Albania – max points: 300

Criteria B: Relevance of prior working experience – max points: 200

Criteria C: Educational background– max points: 200

Financial Criteria - 30% of total evaluation – max points: 300

Candidates obtaining a minimum of 70% (490 points) of the maximum obtainable points for the technical criteria (700 points) shall be considered for the financial evaluation.

Contract Award

Candidate obtaining the highest combined scores in the combined score of Technical and Financial evaluation will be considered technically qualified and will be offered to enter into contract with UNDP.
