Background

“Public Administration Reforms and Digital Transformation” is a joint project of the Ministry for Development of Information Technologies and Communications of the Republic of Uzbekistan (MITC) and the United Nations Development Programme (UNDP). The overall goal of the project is to provide support to the Government in implementation of its national development agenda on PAR and Digital Transformation with the aim to deliver public services with greater accountability, transparency and responsiveness to citizen’s needs and ensure better access to legal information. In a parallel, the project will assist the Government in its strategy to increase the IT outsourcing capacity with the aim to create more job opportunities and increase the quality of life and living standards of the population of Uzbekistan.

The goal of the project will be achieved through the following activities:

  • Assistance to support further reforms of public administration;
  • Support in improving access to legal information and public services;
  • Strengthening national capacities in the areas of Information and communications technology, STEM (Science, Technology, Engineering, and Mathematics) and e-Government. 

Under the guidance and direct supervision of Project Manager and working in close collaboration with Research Coordinator on Digital Transformation, Research Coordinator on Digital Transformation will provide support on strengthening national human resources capacity in the field of ICT, science and engineering, e-government, as well as in identifying mechanisms to increase the share of ICT in the national economy

Duties and Responsibilities

The Research Coordinator on Digital Transformation will undertake the following specific duties:

  • Review capacity of central/regional governments and agencies in information technologies, business analytics, project management, data analysis and public administration to effectively develop and implement e-government to deliver their mandates and functions;
  • Identify opportunities for enhancing capacities, including learning and adaptation of best international practices in e-government development and implementation, organization and facilitation of the process of development of certification system in e-government, including development of professional standards, formulation of qualification requirements, training and assessment systems; 
  • Review and assess existing capacities for stimulation of interest in the STEM sciences, support talented youth in building a professional career in IT and propose interventions that can help to popularize exact sciences, IT related career;
  • Organization of special events such as hackathons on open data, Technovation Challenge, trainings and master classes on mobile application development and others;
  • Review the existing and develop additional policy measures to stimulate and expand high-tech exports, including conducting marketing researches on perspective sectors of the global IT industry and developing policy and practical recommendations for entering and active participation of local IT SMEs in IT global value chains;
  • Develop policy proposals on financing IT projects, including venture financing mechanisms;
  • Organization of exchange programs between IT universities in Uzbekistan and recognized IT centers (Silicon Valley, Research Triangle, Ideon, and others) for joint start-ups, training and exchange of experience;
  • Support the project manager in project management, planning and implementation.
  • Perform other duties as assigned in accordance with annual work plan of the project.

Required Skills and Experience

Education:

  • University degree in in social sciences, international development, public or business administration, economics, IT development disciplines or related area.

Experience:

  • At least 3 years of policy research on ICT sector development, innovation, and business development. Preferably with work experience at international development organizations

Language Requirements:

  • Fluency in English, proficiency in Uzbek and Russian

Others:

  • Ability to work under pressure and with tight deadlines, ethics and honesty;
  • Ability to use information and communication technology as a tool and resource;
  • Understanding of development issues, human rights (including women’s rights), basic gender concepts and gender issues in the country;
  • Knowledge of and experience in gender mainstreaming is an asset.
