Established in 2012 NRC Jordan’s long-term outlook addresses the problems affecting life as a refugee. We work to build the resilience of Syrians, and to relieve the impact on the Jordanian communities that host them.  Syrian refugees in Jordan are struggling. As they contend with difficult living conditions across the country, the obstacles are complex. They struggle to remain registered as refugees, to provide for their families, and to access essential services – including education for their children. The Jordanian communities that host them, meanwhile, feel the impact of hosting high numbers of refugees – with each year that passes, local infrastructure becomes more strained.

 

SOCIAL OFFICER – URBAN SHELTER UNIT

 

Role Specific Information

NRC is implementing a Urban shelter project in Irbid, Jerash and Ajloun Governorates. The project aims to provide adequate and secure shelters for vulnerable households; it involves assessment, planning and the supervision of construction works on a household level. The Social Officer is responsible to plan and manage the Shelter Social Units, but also be part of field teams to conduct assessments, prepare contracts, execute follow up visits, and monitor living conditions of beneficiaries as per NRC's standards and guidelines.

 

 

Role Responsibilities:

Generic responsibilities:

  • Ensure adherence and compliance with NRC policies, tools, handbooks and guidelines.
  • Implement delegated Core Competency project portfolio according to plan of action.
  • Prepare and develop status reports as required by management.
  • Ensure proper filing of documents.
  • Ensure that projects target beneficiaries most in need, and explore and assess new and better ways to assist.
  • Promote and share ideas for technical improvement.

 

Specific responsibilities:

  • Develops with the assigned team, monthly and weekly activity plans
  • Prepares and files accurate records of project activities and ensures all information is accurate and available in time.
  • Identifies gaps, problems in the implementation area of own activities.
  • Reports protection concerns to line manager(s).
  • Adheres to NRC policies CC tools, handbooks and guidelines.
  • Ensures a healthy, safe environment for staff and beneficiaries and makes sure that protection concerns are addressed and followed up.
  • Ensures compliance with NRC policies CC tools, handbooks and guidelines.

  • Manage the Shelter Social Unit (15%)
    • Allocate and supervise workload for the Shelter Social Units
    • Ensure quality of work
    • Provide reports and feedback on performance
    • Contribute to increase performance of the team
    • Solve problems related to target achievement and performance
  • Coordinate and liaise with technical teams if required (10%)
    • Maintain adequate workflow of cases to allocate to the team.
    • Coordinate with the Team Leader to proactively ensure a permanent flow of cases.
    • Discuss in a weekly basis with other Technical Officers and Team Leaders about the workflow and trouble shoot bottlenecks.
  • Execute Field Assessments and quality control of cases (60%)
    • Pair up with Social Technical Assistants to execute field visits as an extra Unit (approx. 2-3 full days a week, or equivalent).
    • Execute social assessments in the field.
    • Execute orientation and follow up visits in the field.
    • Explain project aims and objectives to beneficiaries through daily contact and the organization of regular meetings
    • Assist beneficiaries by: (1) clearly describing NRC technical project criteria; (2) providing assistants and support during implementation of projects, and (3) provision of accurate information about NRC and its activities
    • Liaise the project community and maintain good relations between NRC and the project’s communities. This includes aiding in the coordination of activities of technical staff in project areas and consulting with NRC project team regarding appropriate and effective community approach
    • Collect and report information regarding the situation of displaced refugee families living in host communities with specific attention to the targeted project location and beneficiaries
    • Link project beneficiaries with other project community mobilization staff, property owners/landlords, host families and other stakeholders through meetings, home visits and activities.
  • Other functions that might be assigned by the supervisor.

 

 

Our Ideal Candidate:

We are looking for a University Graduate in the discipline of social development, social work, sociology or equivalent, with minimum 2 years’ experience working in a similar role.  Familiarity with the humanitarian/recovery context will be an advantage as well as previous experience working in complex and volatile environments.  Our ideal candidate will have professional experience in case management and interaction with communities with a dynamic and results focused organisation.  Good interpersonal skills and able to successfully manage and coordinate a team of professionals.

Fluency in Arabic, both written and verbal, is required as well as a good level of English.

Additional Information:

Contract period: Through to 31st December 2018

Salary/benefits: 1024 JOD  (subject to social security and Income tax)

Duty station: Irbid (with 50-60% travels to field locations)
