Position Remarks

This fixed-term appointment is for duration of two years with a six-month probationary period, and is subject to the OPCW Staff Regulations and Interim Staff Rules, as applicable. The OPCW is a non-career organisation with limited staff tenure. The total length of service for Professional staff shall not exceed 7 years. The Director-General retains the discretion not to make any appointment to this vacancy, to make an appointment at a lower grade, or to make an appointment with a modified job description. Several vacancies may be filled.

Principal Functions

Under the supervision and guidance of the Head, Public Affairs Branch and in accordance with the OPCW Core Values of Integrity, Professionalism and Respect for Diversity/Gender Equality, the incumbent performs the following duties;
1. In consultation with the Head of PAB, develop, manage and implement the strategic framework for OPCW’s digital communications activities (e.g., website, specialised microsites, social media, digital outreach initiatives, brand standards, etc.);
2. Manage the creative direction, development, promotion and administrative aspects (including procurement) of OPCW’s digital communications across all platforms and in coordination with outside vendors, TS staff members and interns;
3. Manage the implementation of OPCW’s social media strategy including digital outreach initiatives that promote an improved understanding of the Chemical Weapons Convention (CWC) and OPCW activities;
a. Identify priority issues, opportunities and major events or developments that require social media coverage and engagement;
b. Keep abreast of industry trends to ensure optimal ways for OPCW to communicate and engage digitally.
c. Maintain and further strengthen OPCW’s presence on various social media networks such as Twitter, Facebook, LinkedIn, YouTube, Flickr, etc.; Design and work with Digital Communications Assistant to implement and measure social media campaigns for OPCW;
4. Act as a focal point on information, communication and technology issues related to OPCW’s official website and provide specialised advice and training to content owners with an eye towards continually improving the website in line with industry standards and best practices;
5. Monitor, analyse, evaluate and report on OPCW’s digital communications activities using industry standards for web analytics and social media management, and report to management to facilitate data driven decision making;
6. Support the production of public affairs related collateral and marketing materials;
7. Serve as a point of contact within PAB for any updates to be made to the OPCW website and requests made regarding OPCW’s social media platforms;
8. Support PAB activities including assisting with the organisation of special events and presentations, research, producing daily press reviews on chemical weapons issues, and supports the Branch Head in outreach activities with the media and other stakeholders (e.g., governments, chemical industry, civil society, academia, and the next generation).
9. Provide first line supervision for the Digital Communications Assistant

Knowledge and Skills

Education (Qualifications):
Essential:
· An advanced university degree in communications, journalism, advertising, marketing, graphic design, web development, computer science, information technology or related field.
· A first level university degree in a related field in combination with qualifying experience (minimum 4 years) may be accepted in lieu of the advanced university degree.
· A relevant combination of technical qualifications and extensive professional experience (minimum 8 years) in graphic design, web development or information technology may be accepted in lieu of the advanced or first university degree.

Desirable:
· Technical courses in website design, graphic design and project management

Skills and Abilities (key competencies):
· Expert use of Drupal Content Management System
· Adobe Photoshop, Illustator and InDesign
· Web prototyping tools (e.g., Sketch)
· Social media management tools (e.g., Hootsuite)
· Analytics tools (e.g., Google Analytics)
· HTML, CSS
· Knowledge of hosting platforms and enterprise technologies

Other Valuable Skills:
· Project management, graphic design, typography, photo and video editing, search engine optimisation

Experience

Essential:
· Minimum two years of related working experience in website management, graphic design, and digital outreach initiatives including social media management.
Desirable:
· Demonstrated professional competence and success in the delivery of multi-lingual content.
· Experience working for international organisations.
· Knowledge of Chemical Weapons Convention and/or similar international treaties.

Languages

An excellent command of English is essential. A working knowledge of one of the other official languages (Arabic, Chinese, French, Russian, and Spanish) is desirable.

Salary Remarks

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and provident fund deductions) in US$ and a post adjustment. The post adjustment (cost of living allowance) is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances. The figure quoted on the right, is based on the January 2018 rate of 40.4%.
