Job Title: Project Engineer

Reports to: Project Coordinator

Position Type: Full time

Habitat For Humanity Jordan (HFHJ) is recruiting a Project Engineer based in Amman to be involved in the implementation of various projects for Refugees (Syrian and Palestinians), Jordanians and Affected Populations in Jordan .

Under the supervision of the Project Coordinator, the Project Engineer will be in charge of shelter repair and rehabilitation, including assessment of the shelters, rehabilitation design and development of the required tender documents. The Project Engineer will provide the supervision services for the implementation of the repairs and rehabilitation projects assigned to the contractor. The project engineer will ensure the timely delivery of the project in compliance with the goals and objectives of the Project Coordinator in close collaboration with the other team members. The Project Engineer will maintain impartiality and neutrality in dealing with all stakeholders at all times.

Main Tasks

· Conduct field assessments and coordinate with different stakeholders to determine scope of work, resource requirements, and estimated costs. Keep record of the beneficiary shelter assessments for Monitoring and Evaluation purposes.

· Coordinate with the Social Worker in listing the beneficiaries’ concerns, issues and requirements in regards to their shelters.

· Generate, in coordination with the Project Coordinator/Manager, designs, illustrations, and Bills of Quantities (BOQs), and other relevant documents, for the required project(s).

· Supervising the implementation of the technical components of the project contracted; ensure proper project implementation, full compliance with required standards and specifications.

· Suggest structural proposal for construction/rehabilitation variations or additional works that take place during construction/ rehabilitation. To be reviewed and approved by Project Manager.

· Report any changes or potential changes on the budget. Review Contractor claims, invoices, drawings and material submittals.

· Approve samples from Contractors or Self Help Beneficiaries prior to installation

· Provide technical expertise, technical input and guidance to the ‘owner driven (self-help)’ shelters during project initiation and implementation.

· Provides daily reporting on the progress of the project during assessment, tendering, and implementation phases. Ensure that any matter that requires attention is reported for direct action.

· Undertake field visits and surveys and assess progress of works.

· Report on bottlenecks and potential problems for timely action to achieve results, and provide technical support and/or refer to relevant stakeholders for problem resolution. Report /propose for correction in case of items identified with any defects/variation/additional/deletion.

· Ensure hand-over and sign-off process after accomplishment of works, follow up and formulate snag lists.

· Participate in the regular program team meetings on a regular basis

· Support the Project Coordinator in planning and reviewing execution plans and work plans for various construction/rehabilitation activities.

· Perform market analysis and research on construction materials, methods and technologies that may be applied in construction.

· Carry out assigned technical tasks on behalf of HFH in the best interest of the organization and beneficiaries

· Ensure that the project is finalized by the date set by line management.

· Develop guidelines for quality assurance & control for the smooth implementation of the project components in compliance with the agreed work plans, technical specifications and HFH quality standards.

· Provide technical support and advice to partners and other agencies (when applicable) engaged in the implementation of interventions.

· Support in establishing and maintaining proper project documentation and records, including but not limited to: needs assessments questionnaires, monitoring questionnaires, consolidated list of beneficiaries, photos BOQs, designs both soft and hard copies.

· Collaborate closely with INGOs and national NGOs and CBOs.

· Conduct himself/herself both professionally and personally in such a manner that complies with HFH standards, values and mission.

· Must work well as a member of a team, with willingness to travel throughout Lebanon.

· Other duties as assigned by the supervisor.

Competencies: (Knowledge, Skills & Abilities)

Professional Competencies:

· A minimum experience of 4 - 6 years in related work in engineering including 2-3 years of experience in Shelter Project

· Problem solving skills (innovative and creative solutions are encouraged)

· Very Good computer skills, especially in Word, Excel and Outlook.

· Ability to manipulate and work on AutoCAD and other engineering software’s

· Excellent Reporting skills in English

· Good organizational and basic project management skill

Languages:

· Fluency in written and spoken Arabic and English

Education degree:

· Bachelor Degree in Civil/Structural Engineering or architecture.

· Master’s degree is desirable {
