The United Nations Office for Project Services (UNOPS) is an operational arm of the United Nations, supporting the successful implementation of its partners' peace-building, humanitarian and development projects around the world.  Mandated as a central resource of the United Nations, UNOPS provides sustainable project management, procurement and infrastructure services to a wide range of governments, donors and United Nations organizations.  With over 9,000 personnel spread across 80 countries, UNOPS offers its partners the logistical, technical and management knowledge they need, where they need it.  By implementing around 1,000 projects for our partners at any given time, UNOPS makes significant contributions to results on the ground, often in the most challenging environments.

The New York Office supports UNOPS activities concerning:

  • Strategic Positioning of UNOPS towards UN partners and Member States
  • Support to the UNOPS Executive Board
  • Key Partner Management of UN Secretariat, as well as partnerships with other UN organizations based in New York

As part of the Partnerships Team, and reporting to the Senior Partnerships Advisor, the Partnerships Specialist will support strategic positioning and the Key Partner Management function by collecting, analyzing and visualizing partnerships data, utilizing this information to develop high quality presentations, briefing notes and reports. The Partnership Specialist will also support external outreach initiatives and internal compliance and capacity building activities.

The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS. 

Functional Responsibilities

Under the direct supervision of the Senior Partnerships Advisor, the Partnerships Specialist will be responsible for the following:

1.     Outreach

  • Support the Senior Partnership Advisor in developing and implementing UNOPS partnership strategy with New York based UN Partners.
  • Draft substantive briefs, papers and presentations on specific partners, UNOPS strategic positioning, and partnership opportunities.
  • Participate in interagency working groups and task forces such as those related to UN Development Group (UNDG), Security Sector Reform (SSR), Disarmament Demobilization and Reintegration (DDR), Inter Agency standing Committee (IASC), sustainable development goals, follow up to Rio+20 and specific countries including but not limited to Syria, Libya, Somalia and Iraq. Update the list of working groups/task forces, attend meetings, take minutes and support the drafting of relevant documents.
  • Organize events, conferences, workshops and missions of UNOPS team members to New York.
  • Prepare annual consolidated narrative and financial HQ reports to donors. 
2.     Analytics and Portfolio Analysis
  • Extract UNOPS past and present programme data from internal databases, including: OneUNOPS, management workspace, Partner Intelligence Hub, UNOPS customer relationship management system; and from reports, including: people’s survey and reputational survey.
  • Interpret and analyse data, using tools such as Microsoft PowerBI, to develop high quality, data driven, and evidence based proposals, reports, and brochures of UNOPS services.
  • Document the procedures on all data sources, methods, and analytic strategies used for drafting of reports and analyses based on data collected.
  • Drive improvements in data collection, quality and analysis in collaboration with stakeholders across the organization.

3.     Quality Assurance and Compliance

  • Ensure quality and compliance with the UNOPS - UN Secretariat MoU by reviewing new engagements and providing advice to country offices.  
  • Carry out quarterly engagement assurance of UNOPS projects with the UN Secretariat by preparing aggregated reports and presentations on risk profiles and financial and non-financial key performance indicators. 

4.     Knowledge Management

  • Responsible for knowledge building and knowledge sharing across practice groups and regions, including through support to UNOPS internal Key Partner Working Group for the UN Secretariat.
  • Develop and disseminate partnership and business development capacity building materials and training, including internal guidance on working with the UN Secretariat and development of FAQs and guidelines.
  • Design, maintenance and periodic updating of New York Office intranet information
Provision of all other related administrative, logistical, protocol and support services for the New York Office and any other duties as required.

Education/Experience/Language requirements

Education and Relevant Years of Experience:
  • Advanced University Degree (Master's degree or equivalent) in Business Administration, Public Administration, International Development, Political Science, Communications, International Relations, or any other relevant field with five (5) years of relevant experience OR;
  • First Level University Degree (Bachelor’s degree or equivalent) Business Administration, Public Administration, International Development, Political Science, Communications, International Relations, or any other relevant field with seven (7) years of relevant experience.
Work Experience:
  • Relevant work experience is defined as experience in Partnerships Development, Portfolio Analysis, Resource Mobilization, Business Development, or Project/Programme Management
  • Strong communication and ICT skills, including PowerPoint, Excel is required
  • Demonstrable experience in both quantitative and qualitative analysis is desired
  • UN experience is desired
  • Experience in international development and/;or peace and security in a field environment is desired
  • Certification in project management (Prince 2 or PMP) is desired
Language:
  • Fluency in English (speaking, reading and writing) is required
  • Knowledge of another UN official language is desired
