WATER, SANITATION AND HYGIENE LEAD- Freetown

Oxfam in Sierra Leone is seeking to recruit an experienced, dynamic, innovative and committed Water, Sanitation an Health Lead to strengthen its WaSH programmes

The Role

Reporting to the Head of Programme, you will provide technical support to all WASH programmes in the country and contribute to strategic programme development; You will lead on WASH program quality and accountability, ensuring that the WASH strategy remains relevant through timely reviews and modification; You will lead the development, adaptation, testing and mainstreaming of best practices in needs assessment, project design, implementation, M & E, and research; You will contribute to strengthening the organisation’s Humanitarian Response efforts**;** You will work with other thematic leads for better programme integration and influencing; In close coordination with the WASH team and Oxfam HQ, you will leverage existing partnerships and strategically contribute to public and private resource mobilization; You will lead the development of a WASH results database in collaboration with the programme team and M&E team; You will participate in relevant meetings at the national, international and policy levels to advance Oxfam WASH objectives. This may include meetings with governmental donor agencies, various UN Agencies, and the WASH Cluster; Conducting regular field visits to project areas to provide technical guidance and advice and monitor compliance with technical standards; Supporting the Oxfam Programme Quality Lead to ensure a common understanding and training of M&E framework and processes to enable a coherent and harmonized approach to M&E across the programme

What we’re looking for

To be successful in this role you will be someone with a strong background and relevant qualification in a related WASH discipline/ water engineering and/or Environmental Health/ Public Health; Experience in designing and implementing comprehensive health and hygiene promotion programmes; You will have practical technical experience in design and construction of a variety of Water and Sanitation (urban and rural water solutions, latrines, sewage systems etc) facilities; Solid understanding of cross-cutting issues and related research agenda in international WASH programmes in humanitarian and development contexts; Strong technical competence in quantitative and qualitative monitoring and evaluation methods; Specific experience of developing and/or applying tools for organizational assessment and development; Excellent written and spoken communication skills and particularly the ability to present complex information in a succinct, precise and digestible form; You will have sound IT skills, including Word, Excel and AutoCAD and excellent command of oral and written English and has experience in preparing project related reports/documents; Awareness of gender issues and have an understanding and commitment of the importance of gender in development programme delivery
