Center for Education and Development (CED), Somalia is a non-governmental humanitarian and development organization working in Somalia. CED responses emergency and development needs in Somalia and assists the Somali communities towards self-reliance. CED works with poor local communities through sustainable community development programs to overcome ignorance, hunger, injustice and inequality.

CED is looking for a qualified and committed individual to join CED team as Monitoring and Evaluation Specialist.

Location: Mogadishu, Somalia, with Travel to Projects in the fields.

Job Summary

The Monitoring and Evaluation (M&E) Specialist in the design and implementation of a strategy on Monitoring & Evaluation for the CED Programs by providing professional expertise in information and data collection tools, statics, data analyses, preparation of reports, research and capacity building. The M & E Specialist will also work closely with the Program Manager, Communication and Reporting Officer and the Program team as well. The Monitoring and Evaluation Specialist will be based in Mogadishu, Somalia with frequent travel to Project sites in Somalia.

Responsibilities

The following are the key roles and responsibilities:

  1. Lead the Development and implementation of program Monitoring and Evaluation Plan.
  2. Oversea and contribute to the development and implementation of M&E tools and systems.
  3. Develop high quality quantitative and qualitative tools and analyses frameworks for each of the program interventions including survey questionnaires, FGD, key informant interviews etc.
  4. Ensure and assist in the design, development and implementation of M & E plans.
  5. Developing guidelines on how to address donor reporting requirements using monitoring and evaluation tools and ensure regular and timely reporting to donors and other stakeholders.
  6. Monitor project activities and ensure that they are implemented according to work plans and agreed schedules.
  7. Develop tools related to the beneficiaries databases.
  8. Supervise data collection at the field level and produce high quality reports.
  9. Coordinate and lead rapid assessments with prompt analyses and dissemination among stakeholders.
  10. Coordinate and support the external monitors and evaluators from donors in conducting quality monitoring and evaluation activities for key program interventions.
  11. Identify and document lessons learned and best practices.
  12. Take lead in designing and maintaining CED’s Information Management System.
  13. Review and validate all internal and external M & E information and reports.
  14. Ensure timely design of M & E tools for program and projects.
  15. Ensure timely collection, analysis and utilization of M & E related information.
  16. Ensure timely development of CED’s monthly, quarterly and annual monitoring reports as well as program strategy paper in consultation with the communication and reporting officer.
  17. Ensure timely reporting of all program or projects progress and lessons learned to the relevant stakeholders.
  18. Ensure CED's account-abilities to internal and external stakeholders are met and their various information needs are addressed through accountability mechanisms and monitoring and evaluation systems.
  19. Take lead in undertaking situation and stakeholder analysis, reviews, baseline studies, monitoring and evaluation and impact assessments of CED’s programs and projects.
  20. Ensure feedback of M & E results for decision making processes in CED at policy, program and projects levels and ensure follow up on all matters which require decisions and corrective actions.
  21. Building the capacity of CED staff in developing, using and maintaining M &E systems by providing technical support, training and guidance, coaching and mentoring for effective program/projects implementation.
  22. Assist the program staff to proactively use M&E information.
  23. Carry out any other duties as requested by the Line supervisor and Executive Director.

Language Skills

Fluency in English required, written and oral.

Qualifications, Experience and Skills

  1. Bachelors or Masters degree in either Statistics, Economics, Population Studies, Development Studies, ,International Development, Monitoring and Evaluation, Project Management or any other relevant field of study with strong grounding in quantitative and qualitative research.
  2. At least 3 Years of Monitoring and Evaluation experience in emergency and development work especially in the areas of food security, livelihood, health & nutrition, WASH, education, community driven development projects and recovery programs.
  3. Demonstrated experience in developing assessment tools (e.g. questionnaire, focus group discussions).
  4. Competency in the use of statistical packages like Excel, SPSS, STATA, Mutlab and Epi-Info.
  5. Strong understanding of the Logical Framework Analysis (LFA) as well as capacity to develop and analyze problem and make strategic decision.
  6. Demonstrated experience in managing data bases, and knowledge in data analyses.
  7. Strong ability to work with team and work independently and meet tight deadlines.
  8. Strong interpersonal and communication skills, teamwork, flexibility, innovation and leadership skills.
