The OSCE Special Monitoring Mission to Ukraine (SMM) was deployed on 21 March 2014, following a request to the
OSCE by Ukraine's government and a consensus decision by all 57 OSCE participating States. The SMM is a civilian
mission, present on the ground in all regions of Ukraine. Its main tasks are to monitor and report in an impartial and
objective way on the situation in Ukraine; and to facilitate dialogue among all parties to the crisis.
The Mission is mandated to contribute to reducing tensions and to help foster peace, stability and security, and to support
the implementation of all OSCE principles and commitments. The Mission engages with authorities at all levels, as well as
civil society, ethnic and religious groups and local communities to facilitate dialogue on the ground. The Mission gathers
information and reports on the security situation, establishes and report facts in response to specific incidents, including
those concerning alleged violations of fundamental OSCE principles.
Monitoring may involve passive observation, reporting of significant development or a more proactive approach.
Initial duration of appointment/assignment for this post is until 31 March 2018, with a possibility of extension, subject to a
subsequent OSCE Permanent Council Decision to extend the mandate of the Mission.

Job description

Under the direct supervision of the Patrol Hub Leader (PHL), the Deputy Patrol Hub Leader (DPHL) is responsible to
assist in ensuring that the Special Monitoring Mission's (SMM) Mandate is effectively implemented in the Patrol Hub's
Area of Operations (AoO), being accountable for the performance of the Monitoring Officers (MOs) deployed to the Patrol
Hub and for ensuring that human, material and financial resources are managed in accordance with OSCE regulations
and SMM policies.

More specifically, the DPHL will be responsible for:
1. Providing assistance to the Patrol Hub Leader of the Monitoring Team including implementing an organizational structure in line with current instructions issued by the Head Office and developing operational plans necessary to
achieve the SMM's mandate
2. Providing leadership and guidance to other levels of Patrol Hub management (Operations, Reporting and Political Analysis, Human Dimension) on tasking priorities in order to ensure effective implementation of the mandate
3. Supporting PHL and providing guidance to Patrol Groups in all aspects pertaining to operational planning and conducting of monitoring activities on tactical level within the PH’s Area of Operations. This includes, but is not limited
to, planning and managing the distribution of human and material resources, overseeing the patrol planning process etc.
4. Overseeing the implementation of the OSCE Common Regulatory Management System (CRMS) and Staff Rules and Regulations, and supporting the PHL in the planning and implementation of administrative tasks
5. In co-ordination with PHL, representing SMM within the Hub AoO, ensuring effective co-ordination with other international organizations and liaison with governmental and non-governmental agencies in the AoO
6. In conjunction with specialist security staff, assisting the PHL in ensuring the safety and security of all PH staff members
7. In co-ordination with the PHL, ensuring an effective information flow in the Patrol Hub with regard to SMM policies, instructions and plans;
8. Assisting PHL in ensuring that the assigned tasks are completed and reports (daily, weekly and special reports)submitted to the Monitoring Team within the set deadlines;
9. Contributing to the development of the SMM's policies and practices through: participation in Patrol Hub and Monitoring Team meetings, proactively providing feedback on monitoring activities within the Hub AoO and ensuring that
a gender perspective is integrated into Hub team's activities and reporting
10. Performing other relevant duties as requested.

Qualifications

Mandatory:
- Minimum of six years of progressively responsible professional experience in an operational environment;
- Sound management, organizational and negotiation skills, with the ability to communicate clearly and concisely;
- Significant prior experience in relevant fields, in particular, on political and security issues, with a good knowledge of
the OSCE norms and principles;
- Ability to establish contact and constructive communication with local population and officials;
- Thorough understanding of field operation in the context of the mandate's regional dynamics;
- proven resilience to high stress environments;
- Flexibility and ability to work within limited time frames;
- Cultural sensitivity and political judgement;
- Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious
background;
- Ability to operate Windows applications, including word processing and e-mail.
Desirable:
- Experience in working in Eastern Europe and/or knowledge of the region;
- Knowledge of the regional historical, cultural and political situation;
- Previous international work experience and/or experience in a field mission;
- Knowledge of Ukrainian and/or Russian language(s);
- Possession of a Class "C" driving license;
- Experience in off-road driving.
