Background
Pact’s renewable energy objectives in Myanmar include: increasing access to renewable energy solutions and services, maximizing financial inclusion for renewable energy, building capacity of the renewable energy private sector, and influencing and advocating for pro-poor energy solutions. The Renewable Energy Advisor will take a leading role in Pact Myanmar efforts to expand access to renewable energy for rural communities.
ObjectivesThe Renewable Energy Advisor will serve as the focal point for implementation of the Pact Myanmar renewable energy strategy work plan, support opportunity development, program implementation, partnership development, advocacy activities and knowledge management.

Statement of Duties and ResponsibilitiesThe Renewable Energy Advisor will:

Mini-grid Demand-side Creation

  • Provide holistic support to Pact programs' team in the start-up phases of rural microenterprise development enabled by improved energy access
  • Help Pact develop and pilot relevant end-user financing mechanisms for increasing end-user demand for electricity
  • Provide technical input to the development of community-focused approaches and toolkits for stimulating energy-demand
  • Research and brief on existing mini-grid business models and propose Pact's systematic approaches to enhance their viability in Myanmar

    Knowledge and Learning**

  • Review and provide technical input to Pact’s ongoing research on Productive Use of Renewable Energy (PURE), propose ways for the dissemination of findings

  • Curate and engage in online-based Pact’s Community of Practice on Renewable Energy Access

  • Facilitate and organize learning opportunities for Pact’s RE team on mini-grid-related demand creation; RE financing and other cross-cutting issues through exchanges with other organizations, such as Smart Power India, IFC, etc.

  • Advise and support renewable energy projects of other Pact country's offices

  • Contribute to the data and evidence sharing processes, such as articles’ content writing; working group discussions; presentations on research findings; etc.

    Stakeholders’ Engagement**

  • Identify potential strategic partners & initiate links and dialogues to establish collaboration with local civil society organizations, international organizations, and donor agencies

  • Initiate contacts (where relevant) with private sector partners and work with Pact staff to build long-term mutually-beneficial partnerships
    **
    Support to Pact’s RE Strategy and Fundraising**

  • Work with Pact to review and update RE strategies, develop start-up plans and activities for rural renewable energy access implementation approaches

  • Identify funding opportunities and contribute to proposal writing

  • Monitor and suggest strategic outreach opportunities to raise Pact's profile in the energy development field nationally/regionally/globally**Other**

  • Provide ad-hoc support and technical input to Pact’s Myanmar-based, regional and global RE projects as requested

Deliverables

  • Prepare individual work plan for this advisory position through April 30, 2018.
  • Weekly reporting to supervisor, bi-weekly reporting to the Pact Myanmar leadership team about progress and changes to the renewable energy work plan.
  • Preparation of up to two periodic reports on implementation of the renewable energy work plan.
  • Contribute to at least two proposals.

    Requirements:**

  • Individual cannot have been a Pact Employee (full time, part time, temporary) within the last years

  • If engagement is longer than 45 days, individual must provide services during the period of performance and/or previous year to at least 2 non-Pact organizations

  • If engagement is longer than 45 days and the individual is a US national individual must possess an Employer Identification Number (EIN) from the Internal Revenue Service.

  • Individual cannot have been engaged by Pact as a consultant more than three times in the past 365 days

    Minimum Qualifications**

  • Bachelor’s Degree

  • Familiarity with renewable energy in Myanmar

  • Three years of experience working with international non-governmental organization

  • Proposal writing experience

  • Able to work in Myanmar

    Preferred Qualifications**

  • Technical understanding of rural energy access systems, primarily solar home systems and mini-grids

  • Practical experience implementing grassroots community-development projects

  • Strategy-planning and project development skills

  • Experience working with international development organizations, preferably in Myanmar

  • Ability to work with a range of stakeholders
