UNICEF's ICT Division seeks qualified Learning and Development Specialist to support leading-edge learning and professional development initiatives for the Division and the global ICT community.

The overarching strategic goal of UNICEF's ICT Division (ICTD) is to transform and build partnerships with our stakeholders to successfully implement UNICEF programmes globally through the use of innovative technology-enabled solutions. To deliver on our strategic goals, the ICT function is undergoing a realignment to better support this focus on increased productivity, programme effectiveness and ICT-enabled innovation.

This will require strong professional support to strategic human resources as well as leading-edge learning and professional development initiatives for the Division and for the global ICT community.

How can you make a difference?

Under the supervision of the Human Resources Specialist, the Learning and Development Specialist will help shape the capability, agility and attitudes of each member of the ICT community so that our function can better deliver on its strategic goals. The aim is to continually strive towards a knowledgeable, skilled, flexible and networked organization that promotes the culture of knowledge-sharing and enhanced collaboration.

Key Accountabilities:

  • Learning and Development Planning and Goal-Setting: Partner with service providers and internal stakeholders to design impactful ICTD learning strategies and implement innovative solutions to drive learning beyond the classroom; Facilitate development of short- and long-term staff learning plans and create business and learning metrics to measure effectiveness; support evolving ICTD leadership development initiatives including mentoring and coaching.
  • Implementation of staff development initiatives in three key skill areas:
    • Technical Skills: Develop, manage and facilitate the leading-edge technology based learning in ICTD to address the effects of technological changes on business environment; Recommend learning methodologies and plans to enhance staff’s core technical competencies globally and participate in the instructional design of ICT capacity-building initiative.
    • Soft and Business Skills: Recommend a range of focused learning on soft and business skills development to enhance ICTD staff’s competencies in today’s competitive business environment.
    • Understand UNICEF’s Business: Support knowledge sharing and internal learning so that ICT staff better understand the business of UNICEF and can serve a strategic business partners and support better results for children.
  • Change Management: Promote a shift within ICTD to a culture of continuous learning and growth mindset; Foster a modern, rewarding workplace through diverse means of self- and collective development outside of formal learning; Develop and deliver creative communication campaigns to engage staff to better understand and manage change through co-creation and participatory processes; Build shared vision with the support of leadership that reinforces learning and knowledge expansion.

To qualify as a champion for every child you will have…

  • Education: Advanced university degree in Human Resource learning and development, adult education, information and knowledge management, organizational development or related areas of study.  Professional courses or certification in managing the learning function, instructional design, training and facilitation are required. Certification in performance and career planning, self-assessments tools such as the Myers-Briggs Type Indicator (MBTI), Belbin, DiSC highly desirable.
  • Experience: A minimum of five (5) years of relevant professional work experience in staff development and learning, ideally in an information technology or related setting. Experience in developing, implementing, delivering and evaluating training, including demonstrated experience in instructional design methodologies. Strong project management, analytical and interpersonal skills are required.
  • Written and verbal fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is considered an asset.

Remarks

This position is classified as “rotational” which means the incumbent is expected to rotate to another duty station upon completion of their tour of duty.
