Context:

At present time, IOM Peru office has a pipeline of public construction and infrastructure programs that require large and complex tendering process and procurement governance. Under the direct supervision of the Chief of Mission (CoM), of the Regional Procurement and Supply Chain Officer in Argentina, and overall supervision of the Chief, Procurement and Supply Division (CPS) in Geneva HQ, the successful candidate, in coordination with and GPSU, will be responsible and accountable for procurement and supply chain activities for the IOM Country

Office in Peru, measured by IOM Procurement and Supply Objectives and Goals as follows: • Best Value Sourcing and Value for Money;

• Availability and Quality Assurance;

• Compliance and Stewardship; and,

• Productivity and Efficiency.

Page 1 / 4Core Functions / Responsibilities:

1. Manage the procurement activities of CM Peru and provide first-line support, guidance and training in the country with respect to IOM's policies, financial rules and regulations as well as procedures relating to procurement and supply chain matters.

2. Monitor implementation of appropriate procurement processes, procedure and solutions, ensuring a solid internal control system in the Sub-Offices within the country. 3. Advise the CoM on risk management of procurement activities and processes in the country in coordination with Global Procurement and Supply Unit (GPSU).

4. Follow up with Country Office to ensure timely submission of necessary asset and procurement reports and documentation within the country to relevant HQ Departments and to MAC/PAC, as appropriate.

5. Revise and monitor all supply chain tasks and activities, including budgeting, scheduling and provision of materials and equipment needed by the Country Office. Prepare regular progress reports, statistical information and briefing material as required.

6. Revise and coordinate the implementation of strategic procurement including sourcing strategy, vendor/contractor accreditation and evaluation process to ensure availability of pool of qualified suppliers, vendors and contractors to address the needs of the Country Office. 7. Monitor and coordinate the preparation and implementation of permanent instructions for procurement, contracting, warehouse operations and asset administration that are compliant to IOM's general instructions, policies and procedures within the country. 8. Monitor the organization and maintenance of systems and procedures for procurement/contracting of supplies, equipment, services needed by the Country Office. 9. Develop and implement appropriate internal control mechanism to safeguard organization’s assets. Ensure that proper insurances are in place for Office in Peru. 10. Monitor all purchases with value above USD 100,000 (or per latest procurement threshold) and ensure the coordination mechanism with GPSU.

11. Identify supply chain bottlenecks (value stream mapping) and propose ways to fill in the gaps and ensure proper distribution mechanisms are in place.

12. Work with the program management in field operations and provide support in preparing and issuing call for proposals and bidding documents for the tendering processes of the projects. Ensure bidding process are done fairly, transparently and in accordance with the set rules and regulations under the IOM Procurement Manual IN/168 Rev2.

13. Ensure that the reporting and auditing requirements of all the programs are observed and followed.

14. Provide guidance to Country Office to implement contract tracking and administration system to ensure proper tracking and monitoring of contracts/agreements procured by projects. Provide support in drafting contracts agreements, including Long Term Agreements (LTAs), and ensure that proper coordination with Legal Unit is adhered to prior to any engagement to the contracting party.

15. Lead and implement Procurement and Supply initiatives and projects in the country, in accordance with the Division’s framework.

16. Perform such other duties as may be assigned.

Education

• Master’s degree in Management, Business Administration or a related field from an accredited academic institution with five years of relevant professional experience; or • University degree in the above fields with seven years of relevant professional experience. Experience

• Experience in managing diverse procurement, supply chain and logistics operations; • Excellent level of computer literacy and good knowledge of SAP/PRISM required; • Demonstrated experience in training and managing large teams of co-workers, managing vendors and suppliers;

• Extensive knowledge of IOM or UN internal procurement and financial rules and corresponding ERP components (preferably SAP-based).

Languages

Fluency in English and Spanish is required.
