Background

“Creating Employment and Entrepreneurship Opportunities for Women in India” (Disha) is a four-year partnership project between India Development Foundation (IDF), United Nations Development Programme (UNDP) and Xyntéo, supported by IKEA Foundation. Disha aims to reach out and enable one million underprivileged women in India through training, employment and entrepreneurship skills development, as well as through the development of a new model of public-private collaboration that can be adapted and replicated across India. The project is implemented in collaboration with Government (Ministries and Departments), industries and associations; and CSOs/NGOs and other institutions, across the five implementing States of NCR Delhi, Haryana, Karnataka, Maharashtra and Telangana. The project engages with partners, who are identified through due diligence process that evaluates their potential to leverage the existing Government programmes/schemes and existing platforms to meet the requirements and targets of the Disha project

In this context, a vital part of the pilot approach is to create mechanisms to bridge the information gap that exists amongst girls and women from underprivileged sections with regards to opportunities for higher education, skill development, employment and entrepreneurship. Such facilitation is considered particularly critical for girls from families of informal sector workers where the usual source of parental guidance on career choices is likely to be deficient.  This gap was captured sharply in a survey that Ernst & Young carried out for UNDP as a part of the scoping phase of the project. About 50% of women/girls in Mumbai and up to 75% in the NCR reported that they were not aware of training and employment opportunities that may be available outside a small catchment area. Since a majority of women receives information on trainings, employment opportunities and entrepreneurship opportunities from their peers, family members or community members, the level of information gets more or less stagnant. Furthermore, numerous socio-cultural barriers exist within families and communities, further preventing them to make informed career choices and inhibiting socio-economic empowerment in today’s changing scenario.

In line with the Government of Delhi’s aim to improve learning outcomes and to provide impetus to quality and equity in government schools, a pilot on career guidance has been designed by UNDP for all Delhi Government Secondary School students, particularly girls. The other sub pilot includes training on leadership and promoting employability enhancement skills. 

Through psychometric tests, and one to one career counselling, the Disha project has reached to approximately 4 lakh school children in Government schools of Delhi to promote career guidance and counselling services, which help them to make informed career choices.  The data generated from the CGCC pilot in Delhi needs to be upload into the MIS portal of the Disha project. 

In this context, through this Terms of Reference, UNDP seeks the services of an individual consultant (Data Entry Operator) to provide services related to data entry and computer assistance. 

Duties and Responsibilities

Under the supervision and guidance of the State Project Head and Project Officer, Disha project (NCR Delhi and Haryana), UNDP, he/she would carry out the following tasks:

The data coordinator is responsible for performing data entry work using a personal computer and appropriate software; entering, updating, researching, verifying and/or retrieving data into/from various systems; and ensuring the accuracy and confidentiality of information recorded.

He/she is expected to document the data of approximately 4 lakh school students of Government Schools of NCT of Delhi on the MIS platform:

  1. Enter updates and verifies data into various systems for use by all personnel.
  2. Review and verifies data entered into database to ensure accuracy.
  3. Track documents received and completion dates.
  4. Assist and trains employees and new data entry operators on software programs.
  5. Provide assistance to technical staff to resolve computer and software problems.
  6. Create and distribute reports.
  7. Create back up files for all data.

Language Requirements:  

Fluency in English and Hindi is essential. 

Required Skills and Experience

Academic:

University degree in any of the disciplines with basic knowledge of computer, MS office and data entry.

Experience:  

  • A minimum of 1 year experience in computer related work, including data entry.
  • Proficiency in handling MS office, excel, worksheets etc.

Evaluation Method and Criteria:

The consultant would be selected based on the following criteria:

  • Technical : 70 points
  • Financial : 30 points

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

Criteria for Technical Evaluation would be as under:

  • Educational Qualification - 20 Marks;
  • Relevant Experience - 35 Marks;
  • Suitability for the assignment - 15 Marks.
