UNICEF Lebanon is seeking to recruit consultants to coordinate, in the assigned areas, the joint planning, implementation and management of the UNICEF Reaching school program, the UNICEF No Lost Generation/Min Ila Program, the UNICEF Winterization Cash and UNICEF Winter Kits programs, as well as any other cash-based programs UNICEF undertakes.

FOR EVERY CHILD, A Champion...

The objective of this consultancy is to coordinate, in the assigned areas, the joint planning, implementation and management of the UNICEF Reaching school program, the UNICEF No Lost Generation/Min Ila Program, the UNICEF Winterization Cash and UNICEF Winter Kits programs, as well as any other cash-based programs UNICEF undertakes (e.g. for Lebanese), technically lead by the Programme Specialist Cash (Implementation) and the Education Specialist. The consultant should ensure the achievement of the expected results in the areas of intervention and UNICEF Partners and relevant Inter-Agency sector members.

UNICEF Lebanon has been instrumental in setting up the Lebanon One Unified Inter-Organizational System for E-Cards (LOUISE), which serves the cash transfer programs of all UN agencies and NGOs delivering cash. UNICEF has implemented multiple cash transfer programs in the past, including Winter Programs for Syrian refugees and poor Lebanese, as well as the NLG/Min Ila Program. UNICEF is also looking into a new cash program for Lebanese children.

Reaching school programme

In order to mitigate obstacles in access to quality education, UNICEF through its partner Caritas has, during the academic year 2016/17, been providing vulnerable children busses to get to second shift schools through contracting local transportation companies. From January 1, 2018 this support will change, to a cash transfer.

Vulnerable families with children who are eligible for support and attending a second shift schools will receive a cash transfer of $20 per child /per month to support their attendance at school. The cash is intended to help households meet the costs of sending their children to school.

Monitoring activities in the field are essential in order to ensure (1) cards, PIN codes etc reach the intended vulnerable children and their families, (2) any issues that arise are solved quickly with the various stakeholders and colleagues on the ground and (3) the risk of fraudulent activities is sufficiently mitigated, (4) partners engaged for field work are monitored against work plans and budgets, (5) trouble shoot issues arising in the field whether with beneficiaries complaints or the community. The operational programme officers will verify and control that the activities are correctly implemented in the field and reach the intended children.

Min Ila and Winter Programs

UNICEF also implements other cash programs, and a winter in-kind program. This consultant is responsible for supporting at the Zonal Office level all the cash and in-kind programs implemented by UNICEF

HOW CAN YOU MAKE A DIFFERENCE?

The Reaching school programme will be implemented nation-wide, the you will coordinate and ensure the implementation of the Program on the ground as well as supervise household officers. The Min Ila Program is implemented only in T5, Ak

You will provide the UNICEF Field Office with technical guidance from the core Cash Team within the Social Policy Section and Education team in Beirut.

You will work with the UNICEF Team at the Field Office level, and also act as focal point between, WFP Regional Office, implementing partners, and UNICEF Programme team to ensure implementation runs smoothly, according to the processes set out in the NLG Operations Manual (OM), to the instructions of the Programme Specialist Cash Transfers (Implementation) and the Education Specialist.

You will be responsible for all aspects of the coordination of the program in the his/her designated Governorate. you will also act as a resource person for schools and beneficiaries to raise questions to, and will engage in problem-solving, referring to the national-level Programme Specialist Cash Transfers (Implementation) and the Education Specialist as needed.

TASKS:

You shall be responsible for the following tasks: 

  • Facilitate the technical working relationship with UNICEF partners, UNHCR and WFP in the field, and other UNICEF Field Office staff;
  • Monitor the work of Caritas (registration, household visits, hotline) in the field on an ongoing basis;
  • Provide feedback from the field for improvement of the technical design of the program, based on its changing and emerging needs to the Programme Specialist Cash Transfers and the Education Specialist.
  • Cover Card and PIN Distribution, Payments, etc. in his/her Governorate for the reaching school programme;
  • Conduct ongoing progress tracking (implementation of core processes of the program as they happen, in order to understand day-to-day performance against implementation targets) and to identify and resolve operational bottlenecks/challenges) at the Governorate level, reporting any bottlenecks or delays to the Programme Specialist Cash Transfers (Implementation) and Education Specialist in a timely fashion;
  • Conduct ongoing operations analysis (analysis of program performance over the medium term in order to identify areas with poor performance, or processes in which all areas are performing below expectations and which therefore represent operational bottlenecks, and identifying solutions such as design improvements, additional trainings or technical support, etc.) at the Governorate level, reporting any bottlenecks or delays to the Programme Specialist Cash Transfers (Implementation) and Education Specialist in a timely fashion;
  • Keep the Chief of Field Office, Programme Specialist Cash Transfers (Implementation) and Education Specialist informed of risks and opportunities related to the program and winter programs, respectively;
  • Solve and follows-up on complaints received from beneficiaries via other agencies and directly from beneficiaries;
  • Enter complaints and updates received from beneficiaries into the MIS;
  • Resolve complaints and updates in the MIS on a daily basis;
  • Perform regular spot checks and monitoring of Caritas Registration Enumerators, Household Visit Officer and Supervisors, and Hotline Operators and reports at least monthly on this to the Programme Specialists and weekly to the Chief of Field Office;
  • Attend relevant sector working group meetings at the Regional level.

DELIVERABLES:

  • Regular field trips to monitor Programme activities within designated region as per schedule created monthly;
  • Daily coordination with the Section Officers at Field Office level;
  • Follow-up on Caritas referrals field offices on a weekly basis to  ensure they are completed properly;
  • Propose additional training of Caritas that should be done to CFO and Programme Specialists;
  • Resolve/escalate complaints daily and report any issues weekly;
  • Provide weekly inputs to the zonal updates,
  • Represent the NLG in zonal reviews Weekly progress reports on the activities against timeframe.
  • On completion of consultancy provide handover notes with recommendations and lessons learnt.
  • attend the monthly Basic Assistance Working Group at field Level.

TO QUALIFY AS A CHAMPION, YOU WILL HAVE...

  • At least Bachelor’s degree in Social Sciences or a related discipline;
  • At least 2 years’ experience working in the direct implementation of medium-scale (10 000+ beneficiaries) poverty reduction programs based around a regular operational cycle;
  • Previous experience working closely with a government ministry or agency is preferred.
  • Experience in cash programming is a plus 
  • Ability to manage multiple tasks using a project management approach in a rapidly changing environment;
  • Highly motivated, with strong initiative and good judgement;
  • Strong supervisory, inter-personal and communication skills and the ability to interact professionally with a diverse group of people;
  • You must be fluent in English and Arabic.
  • Technical skills in Data base management
