For more than 30 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM currently works in 44 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, harm reduction associated with drug use, emergencies and crisis.MDM has been working in Balkans for many years. In the Republic of Serbia, MdM worked from 2001 to 2009, in a Risk Reduction program targeting people involved in drug abuse. Since beginning 2016, MdM has returned to the Republic of Serbia to provide Health care and Mental Health-Psychosocial support (MHPSS) to migrants/refugees transiting through this country.
MDM is operating in 4 transit centers for migrants/refugees (Sid, Adaševci, Kikinda and Sombor transit centers) and in Belgrade city center.
Direct support to migrants/refugees includes the provision of Primary Health Care (PHC) through medical teams (composed of medical doctors and nurses), the facilitation of referral to secondary/specialized cares and the provision of MHPSS (through psychologists and translators/cultural mediators). MDM is also working toward advocacy for the rights of migrants/refugees in Serbia and facilitates the access to protection services.**

TASKS AND RESPONSIBILITIES:

As the medical coordinator you will be responsible for the following main activities in order to ensure the delivery of quality care.

More in details your main responsabilities are to:

  • Program

Ensure quality and relevance of MDM projects
Ensure that direct supervision of MDM team in working areas is done on regular basis and define action plan accordingly
Provide technical support to team members through regular contacts, field visits and team meetings
Respect the national medical legal framework/polices, including control of communicable diseases and rational use of drugs
Ensure MHPSS services are well provided, in close collaboration with the MHPSS supervisor

  • Monitoring and evaluation

Ensure reporting though a well implemented monitoring and evaluation system
Ensure monitoring and evaluation (M&E) system is well developed for the projects and follow up results using dedicated tools (eg: Monitool).
Ensure data collection process at field level is of quality.
Ensure tools and practices across the mission are harmonised and capitalised in relation to MDM tools and help to update them in conjunction with the HQ health advisor

  • Logistics and pharmacy

Ensure quality of pharmacy management and respect of logistic procedures
Ensure that the pharmaceutical procurement process is well done, though stock and consumption follow up and needs estimation
Ensure inventories are done regularly and that drug storage conditions are adequate to standards

  • Human resources ans capacity building

Ensure MDM activities comply with administrative procedures and participate to budget follow up
Ensure up-to-date budget monitoring for project activities on a monthly basis and participate in analysing, identifying any discrepancies and proposing adjustments to the administrative department

  • Administration

Ensure that administrative and human resources procedures are respected by MDM medical team members
Ensure the planning of the MHPSS and medical team is well done in collaboration with support departments
Identify human resources needs, overseeing recruitment, creating/revising job descriptions and facilitating the introduction of new team members
Identify training needs of MDM staff and facilitate lectures/continuing education/on job coaching on topics of interest

  • Representation

Represent the association and coordinate with partners, authorities and local stakeholders involved in implementing medical and MHPSS intervention
Participate in a pro-active way to external meetings. This includes the participation to various humanitarian and coordination forums
Represent the association to key national and local players (NGOs, health authorities and institutional stakeholders)

  • Strategy

Perform health and MHPSS situation analysis using program data and any other relevant indicators and contribute to strategy design
Analyse data issued from MDM projects on regular basis and share main outcomes with concerned persons
Continue the process of health system analysis and contribute to define a strategy of health system strengthening in Republic of Serbia
Contribute to the development of the mission’s operational strategy design by feeding analysis and proposing improved or new action.

  • Safety

Ensure the safety of property and people
Ensure the safety plan is understood by the team for which he/she is responsible and that safety rules are respected

CONDITIONS OF EMPLOYMENT:

Status : Employee

Contract : Fixed-term contract

Duration : 6 months

  • Position based in Belgrade to be filled as soon as possible
    2778 euros gross monthly salary on 13 months
    Expatriation bonus (10% gross salary per month)
    Transportation cost (home-work), vaccines and visas covered

    22.5 RTT per year
    5 weeks of paid leaves per year
    Health insurance (60% covered by MdM and 40% by the employee)

SKILLS AND EXPERIENCE NEEDED:

Medical or paramedical degree (nurse, midwife)
Master in Public Health
At least 2 years working experience in humanitarian context
Project management and coordination experience
Capacity building experience
Pharmacy management experience
Skills and qualities required
Flexibility in performing duties to ensure that users are getting good quality services
Willing to work in challenging situations with highly fluctuating context and constant need to adapt
Good communication and diplomacy skills
Good computing skills
Analytical skills and positive working attitude
Knowledge of procedures of institutional donors (OFDA, ECHO, AAP, UN agencies, etc.)
Ability to work independently, take the initiative and take responsibility
Organisation and ability to manage priorities
Languages
Fluent English
Arabic and/or Farsi and/or Serbian would be an asset
