Palestine refugees in Jordan

More than 2 million registered Palestine refugees live in Jordan. Most Palestine refugees in Jordan, but not all, have full citizenship. There are ten recognized Palestine refugee camps throughout the country, which accommodate nearly 370,000 Palestine refugees, or 18 per cent of the country total. Jordan hosts the largest number of Palestine refugees of all of the UNWRA fields.

Over seventeen thousand Palestine refugees from Syria (PRS) have sought assistance from UNRWA in Jordan. The majority of them are believed to suffer from abject poverty and live in a precarious legal status. UNRWA accommodates PRS children in its schools and provide relief and health care to those in need.

If you are passionate about making a lasting difference for Palestine refugees, this role will give you the opportunity to participate in developing and maintaining effective relations with key donors in Jordan Field and monitor the implementation of projects portfolio funded by these donor countries and institutions.

The main responsibilities include:

•        Contributing to the project planning process and providing input, within the context of the Agency’s Strategic and Programme framework, including integration of cross-cutting themes (gender, protection, social inclusion) with Field-specific project plans; facilitating results-based project plans built on evidence and logical frameworks;

•        Contributing substantively to the development of the overall Field-based fundraising strategy and management of donor relationships including specific recommendations on Field resource mobilization; producing various fundraising documents including appeals and makes significant contributions to policy documents; managing relationships with key donors; researching and studying potential donors and actively pursuing innovative avenues of cooperation for funding opportunities by public and private donors; providing counselling to the Field Director of UNRWA Operations, and senior management accordingly;

•        Coordinating with the respective programme and project staff in the Field in order to identify needs and relevant projects; ensuring the review of all project outlines and proposals in the Field are in line with agreed minimum quality standards; updating the status of projects and ensuring that projects closure is done in a timely manner; regularly informing the Front Office and Finance Department on projects’ status;

•        Verifying adherence to donor stipulations, grant agreement guidelines and deadlines; ensuring the timely submission of donor reports and submission of requests for reprogramming or extensions; advising on the implementation of Programme/unit when necessary to take corrective action;

•        Contributing to the development and implementing the Field donor relations strategy with results-oriented concrete actions; organizing and participating in senior level missions in Jordan accompanying the Director and keeping him/her updated on donor relations; participating in major meetings and conference discussions with senior government civil servants on the political level; preparing briefing notes for the External Relations and Communication Department (ERCD) and the Executive Office over Jordan projects, as needed;

•        Facilitating bilateral agreements and Memorandums of Understanding (MOUs) with local donors on behalf of the Field; negotiating and drafting project proposals with donors in coordination with ERCD; analyzing, reviewing and editing project proposals and progress reports.

Conditions of service 

UNRWA offers an attractive compensation package including annual salary starting at $58,583 net tax free with post adjustment of 44% (subject to change without notice). All UNRWA duty stations (with the exception of Gaza and Syria) are family duty stations. Other benefits, subject to eligibility, include:

To qualify for this position, you will need:

Education

A university degree from an accredited educational institution in political science, international relations, programme management, business or public administration, law, economics, development studies or a similar discipline;

Work

experience

At least six years of experience in humanitarian programme or project management as well as resource mobilization, fundraising and donor relations, liaising with donors, UN agencies, NGOs, government counterparts and other stakeholders including a minimum of two years at a management or coordination level and two years of relevant experience at international level outside your home country; Sound knowledge of results-based management of humanitarian and development assistance programs, as well as monitoring and evaluation;

Language(s)

Excellent command of written and spoken English and Arabic.
