The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Background:

NRC has been operating in Iraq since 2010, to respond to the needs of the most vulnerable people affected by ongoing conflict in the region. NRC has a country office in Erbil, KR-I, and area offices in Baghdad, Dohuk, Kirkuk and Nineve.

NRC’s national program strategy for 2018 will facilitate a shift from emergency response tools towards longer-term initiatives while maintaining the effective delivery of the robust emergency response. In 2018, NRC Iraq will maintain a sectoral focus on education, Information Counselling and Legal Assistance (ICLA) and livelihoods interventions, complemented by post-emergency WASH and shelter interventions with a two-pronged approach within CCCM: both in-camp and in urban and peri-urban areas. Cash-based and innovative programming will be at the center of NRC Iraq’s efforts. NRC will prioritize assistance to those who have been left outside of social assistance schemes and recovery and reconstruction efforts, which will have prevented them from seeking durable solutions.

In 2018, NRC’s target population will be new underserved communities and locations, with a focus on IDPs returning to destroyed and disrupted communities unable to reintegrate due to insecurity. NRC will also prioritize serving vulnerable IDPs unable to return for reasons outside of their control, and responding to short-term displacement as a result of localized conflict and asymmetric attacks.

 

Overview:

The purpose of the Logistics and Procurement Assistant is to provide support for the implementation of logistics/procurement functions in Baghdad/Anbar Area Office. The main duty of Logistics and Procurement Assistant is to manage and register all incoming requisitions at NRC office and prepare transport documentation accompanying dispatches. The Logistics and Procurement Assistant will be reporting to Logistics and Procurement officer.The position will be based in Baghdad.

 

Ideal Candidate Profile:

A diploma degree with significant experience in management or related field of study with minimum (2) two-year experience from working as a logistics Assistant in humanitarian/recovery context. Ideally the candidate should be able to use MS Word, Excel, Powerpoint and Outlook. Fluency in spoken and written English and Arabic is a must. Knowledge of humanitarian principles and code of conduct is essential.

 

Key Job Tasks and Responsibilities:

  • Liaise with suppliers to ensure prompt and accurate delivery of goods, services and equipment.
  • Assist in preparation of documentation for bids committee meetings.
  • Maintain proper files of requisitions, quotations and purchase orders.
  • Report all procurement status in weekly/ monthly basis to the line manager.
  • Be responsible of the date to day management of the fleet and generators at NRC office that will include fuel allocation for the vehicles.
  • Develop a monitoring system to ensure NRC fleet and generators are in good condition all the time.
  • Organize for the dispatch of goods and equipment whenever required and verify the packing list, waybills and export documentation
  • Prepare transport documentation accompanying dispatches such as packing lists, waybills and loading details to accompany shipment
  • Prepare fleet and generator report in accordance to NRC logistics guidelines.
  • Oversee fuel consumption, purchase and tracking.
  • Coordinate and facilitate timely reporting of eventualities like accidents and breakdowns
  • Secure that NRC vehicles are equipped with necessary documents and equipment
  • Conduct daily check for the vehicle and generators.
  • Manage NRC drivers, develop work plan, capacity building plan and conduct annual performance review
  • Manage inventory control/procurement of items at NRC office and report all stock balances to the line manager in weekly/ monthly basis.
  • Update the Mission Assets inventory at NRC office and guest/staff houses and generate periodic reports balances to the line manager in monthly basis

Qualifications: 

  • Previous experience working in complex and volatile contexts.
  • Documented results related to the position’s responsibilities
  • Possess ability to remain calm and professional when working under pressure.

 

The post will be for one (1) year contract duration with possible extension - subject to funds.

Salary: 4/1 according to NRC-Iraq's salary scale.

Duty Station: Baghdad Area Office with frequent travels to NRC field operations.
