JOB CONTEXT :

Handicap International (HI) has been present in the Philippines since 1985 through several interventions spanning from rehabilitation, health and prevention, socioeconomic support and education, local inclusive development, livelihood and Emergency/disaster risk reduction. At present, the program is running interventions in the following thematic: cardio-vascular diseases, livelihoods, mainstreaming disability and emergency preparedness and response. HI main Office is located in the capital city Metro-Manila and projects are implemented in Davao region and Western Visayas Region.

HI launched its operations in Timor-Leste in 2001 offering support to victims of the independence conflict with Indonesia and continued its aid effort in 2002 and 2003 before withdrawing from the country. After almost 10 years of absence, HI then re-established its office and team presence in Timor-Leste in 2012. Our organization also started to work in Indonesia in January 2005 after the devastating tsunami reached coastal areas.

The Philippines Country Program Framework covers the period 2014-2017 and has the objective “to enhance social participation, quality of life and respect for dignity and fundamental rights of vulnerable persons including persons with disabilities”. However, due to the recent creation of the PINT programme (Philippines, Indonesia and Timor-Leste) this Country Framework will have to be updated.

YOUR MISSION:

The recent PINT Region officially exists since January 1st 2017, even if the last 7 months of 2016 Support Service team was heavily mobilized to prepare the merging with Indonesia and Timor-Leste and to be ready for the actual support to a regional program.

Integrated within the coordination team, under the hierarchical responsibility of the Regional Program Director, you are in charge of all the support services (administration, human resources, finance and logistics) in order to allow the projects and the program to work effectively.

Being the incoming Regional Support Services Coordinator (RSSC), you will need to consolidate the existing structure, ensure its compliance with HI standards and support the priority needs in setting up an efficient regional structure.

You will also work on a harmonized and smooth regional cooperation and work frame taking into account each country challenges, cultural differences and consolidate the PINT support services.

In this framework, your general mission is to build capacity of the Support Services team and to continue to work on the regional dynamic while ensuring the effective and good financial, human resource and logistics management of the programme.

Your main responsibilities are:

1. Ensure the smooth running of the recent formed regional support services department for PINT program

2. Capacity building of the Finance Manager and Logistics Manager in Manila.

3. Manage the Regional program's financial resources. The RSSC is supported by a Finance Manager, Accounts Officer and Finance Assistant in Manila.

4. Ensure the Regional program's logistics management (general services, procurement, equipment, vehicle fleet and stocks) in compliance with internal procedures and donor requirements. The RSSC is supported by a Logistics Officer and Logistics Assistant in Manila.

5. Ensure the implementation of Human Resource Management system throughout the PINT Program. The RSSC is supported by Human Resources and administrative Manager and an HR and Admin Assistant in Manila

6. Ensure communication and external relations in its field of Activities

YOUR PROFILE :

· You hold a university degree in economy, management, finance, business or else

· You have at least 3 years of experience as Administrative Coordinator or Finance Controller in an NGO, or

· You have at least 3 years of professional experience in a management, commercial, financial position in a private company with knowledge of budget setting, financial follow-up, etc.

· You speak English fluently (oral and written skills)

· You master the Excel software

· You are motivated and pro-active

· You show great organization skills, priority settings and good management capacities.

· You are able to work in a multi-cultural team and have the ability to adapt and adjust

· You show good communication skills as well as good relational skills and pedagogy

CHARACTERISTICS OF THE POSITION :

The Living conditions in Manila are very good with numerous activities available.

CONDITIONS:

· Starting date : March 15th 2018

· Length of the contract: 2 years**

· Employee status, according to experience :

  • Salary from 2757 € gross/month regarding the experience of the candidate

  • Perdiem : 462€ net/month

  • Insurances : medical hearth coverage, retirement planning, repatriation

  • Paid holiday : 25 days per year

  • R&R : 1 day per month

  • Status : position open to couples and/or families

  • Housing : individual taken in charge by Handicap International
