Position Overview

The location for this position is flexible while the preferred location would be either Scandinavia or Germany.  Rare's headquarters are in Arlington, VA and the senior manager would be part of the Global Development team is based in Berlin.  

Rare is looking for an exceptional individual to join our Global Development team based in Europe. The Senior Manager will work primarily on identifying and managing public funding and partnership opportunities across the thematic areas of climate change, fisheries and marine conservation, fresh water and/or development.  To support Rare’s strategy to deepen and diversify relationships and partnerships with governments, funding institutions and other key stakeholders in Europe, the Senior Manager will need to have an exceptionally strong network and experience with European and climate and/or development related bilateral and/or multilateral public funding donors and partners. We are looking for someone with very strong communication, partnerships and donor management skills as well as project and proposal development experience. This role will connect effectively with program/country teams – plugging into specific program areas as required by the specific grant. This is an excellent position for a highly skilled, entrepreneurial and experienced professional with the interest in supporting Rare to build Rare’s profile and partnerships in Europe.

The Senior Manager will be well-versed in European and global public policy, funding and partnerships with a focus on institutions, agencies as well as initiatives and mechanisms of relevance to Rare’s mission. S/he has experience in public funding in Europe with a focus on identifying public funding opportunities and partnerships in Europe. S/he will work with a wide range of stakeholders, both internal and external, to engage European governments and partners that will help build government demand and financing for community based solutions. The individual will report to the Senior Director, Global Development Europe, and work with her to provide thought partnership on advancing Rare’s Global Development Strategy in Europe.

S/he will be comfortable working in a fast-paced, entrepreneurial organization, and enjoy managing projects independently and in a team as well as use strong project management and public fundraising skills to accomplish the following key objectives:

  • Support the development and management of specified public donor relationships that will secure European government support for Rare’s global programs and community-led solutions in Rare geographies
  • Develop and manage strategies for public funding proposals and events/initiatives in Europe;
  • Support the Senior Director, Global Development Europe, and Vice President, Global Development, in building and managing key external donor relationships in Europe as well as building profile for Rare in Europe with key governments, agencies, stakeholders and influencers.

Core Responsibilities 

Consistent with the scope above, the position is responsible for delivering the following key areas:

Public Funding Initiatives and Partnerships

  • Build Rare’s profile in Europe and identify, build and manage key relation- and partnerships in Europe around development and/or climate change with the focus on locally-led solutions for marine conservation and small scale fisheries as well as watershed management;
  • Identify and manage key public funding opportunities, including leading the development and management of donor profiles and donor strategies for key partners and agencies in Europe with the focus on development and/or climate change;
  • Develop and maintain relationship management strategies with European governments as well as bilateral and multilateral agencies;
  • Lead the development of agreed public funding proposals with key partners in Europe with the other members of the Global Development Team;
  • Compile and update accurate pipeline levels and future public funding opportunities with bilateral and multilateral donors capable of delivering support to Rare’s programs;
  • Track and manage relevant public funding data (Salesforce, donor reports), coordinating with the country teams/Global Development Network for project and proposal development and reporting;
  • Assist the program and country team with the preparation of required progress and final reports, including compiling necessary information from program, country and finance staff, drafting written reports, and submitting all reports in a timely manner. 

Managing of external communication and relationships 

  • Develop and manage innovative ways to present Rare’s work in Europe to new audiences and existing partners, including managing events and Rare’s leadership and program staff travel to Europe with the purpose of engaging with key governments, agencies, institutions and partners in Europe;
  • Lead on the relationship managing of key government contacts, agencies, institutions and stakeholders.
  • Support the communication and country teams in write and assemble compelling communication materials for existing and new donors and partners;
  • Attend necessary donor meetings and grant workshops and interact with and respond to questions from government and donor representatives;
  • Represent and backstop others representing Rare in relevant stakeholder meetings, discussions and events, including lead/support preparations for Rare’s engagement in relevant European conferences and events

Development and Implementation of Rare’s Global Development Strategy in Europe 

  • Assist the Senior Director of Global Development in Europe to further develop and regularly update Rare’s Global Development Strategy for Europe, with a focus on public funding opportunities and proposal development and management;
  • Support the strengthening of capacity across Rare to engage in global development, public fundraising and policy in relation to Europe.

Aside from the tasks listed above, the individual will also be expected to stay apprised of Rare’s Global Development and public funding portfolio and may be called to provide additional ad hoc support for the global team as needed. 

Experience & Education

  • At least 5 years of professional experience public funding and partnerships in Europe with the focus on international development and/or climate change with the focus on how this relates to Rare’s global programs on small scale fisheries and marine conservation as well as fresh water management;
  • Proven ability to network and develop partnerships across a range  of stakeholders and track record of leading the procurement of public funding from discovery to award;
  • Excellent knowledge of the public funding and institutional arrangements in Europe and a considerable network across European Governments and development partners;
  • Demonstrated experience in working with governments, bilateral and multilateral institutions and other relevant public funding agencies across Europe;
  • Excellent track record in developing and managing communications with high-priority external 
partners; 

  • Strong understanding of global environmental and development issues and European politics regarding issues relevant to Rare’s mission and programs;  
  • Superior interpersonal and communications skills including the ability to engage effectively with 
staff and partners at all levels in a fast-paced, entrepreneurial work environment;
  • Exceptional organizational skills to prioritize projects and initiate follow through with meticulous 
attention to detail;
  • Experience in developing and implementing systems and follow-up processes for public funding and policy engagement and project proposal development,
  • able to effectively work under pressure, use independent judgment and produce a quality work product within tight time constraints;
  • A Bachelor's degree (required) in environmental studies, development, international politics or related field relevant to Rare’s global programs;
  • Prior experience in an international, cross-cultural work environment is essential with willingness 
to work flexible hours on an as-needed basis to serve the needs of a global organization with 
diverse time zones; 

  • Fluency in written and spoken English required, proficiency in other languages a preferred but not required, for example Spanish, French, German, Swedish and Norwegian,
  • Willingness to travel frequently within Europe, to the USA and other locations;
