Background

A fundamental government responsibility is providing information and services aimed at improving the social and economic welfare of its citizens. During the first phase of the A2I project, fundamental progress has been made in improving access to public services. However, it is critical to expand the breadth and width of such simplified services and improve the service delivery model to counter the impact of widespread outdated manual processes, resistance to change by civil service staff and a lack of transparency that still frustrates citizens in their attempts to avail of government information and services.
 
The objective of the project is to increase transparency, improve governance, and reduce the time, difficulty and costs of obtaining government services for under-served communities of Bangladesh. This is to be achieved by the following 4 components of the project: 
 
Component 1: Strengthening existing e-services and launching a second generation of integrated, inter-operable e-government applications; (e-Service)
 
Component 2: Sensitizing government officials, training for service providers and expanding digital literacy among the general public; (Capacity and Awareness)
 
Component 3: Forging strong policy and strategy links to ensure implementation of needed legal and regulatory changes in support of the project; (Enabling Environment) and 
 
Component 4: Promoting innovation in the delivery of e-services. (Innovation)
 
‘Access to Information II – e-Service delivery for transparency and responsiveness’ is  planning to recruit a Domain Specialist who will support the development of mobile / electronic service delivery initiatives of the programme including planning, analyzing, simplfiying, designing, developing and monitoring of the m/e-service delivery systems that has been implemented nationwide specially emphasis on Upazila, District and Division level offices.
 
The project is funded by the Government of Bangladesh, UNDP and other development partners, and is implemented by PMO and Cabinet Division
 

Duties and Responsibilities

Under the direct supervision of Director (e-Service), the incumbant will do the following activities:
 
Summary of Key Functions:
 
  • Support the development of mobile / electronic service (with particular focus on mobile platforms) related initiatives for citizen and businesses at Upazila, District and Division level offices
  • Coordinate with relevant government agencies to provide assistance for UAT, POC piloting & necessary implimentation support for mobile / electronic services at Upazila, District and Division level offices especially citizen service providing organization.
  • Coordinate e-court initiatives .
  • Assist implementation of e-file in the government offices
  • Function as an effective team member of e-Service component of the project
  • Perform other related duties and responsibilities as and when required assigned by project management
 
Duties and Responsibilities:
 
1. Support the development of mobile / electronic service (with particular focus on mobile platforms) related initiatives for citizen and businesses at Upazila, District and Division level offices
 
  • Conduct requirement studies, guide in executing system requirement documentations and draft system development guidelines for m/e-service delivery at local administration 
  • Develop a mechanism for preparing a prioritized list of m/e-Services for citizen and businesses
  • Facilitate the development of various m/e-Services available from Upazila, District level offices, Union Information and Service Centers(UISCs) and other community access points
 
2. Coordinate with relevant government agencies to provide assistance  for UAT, POC piloting & necessary implementation support for m/e-services at Upazila, District and Division level especially citizen service providing organization
 
  • Conduct necessary workshops, orientations and other capacity development initiatives on system development and deployment for the service providers and the users of m/e-services at Upazila, District and Division  level 
  • Perform field visits to monitor the progress of  the implementation of m/e-service delivery system and assess the overall performance of the system 
  • Coordinate & support for conducting User Acceptance Test (UAT) & necessary proof of concept (POC) piloting of m/e-services at Upazila, District & Division level offices.
  • Arrange exposure visits to learn and extract lessons from best practices of m/e-service delivery 
3. Introduce the practice of Service Process Simplification (SPS) in courts and take initiatives to digitalize court and case management processes
 
  • Act as an e-Court expert and develop concept and plan to digitalize case management processes for the executive courts and the judiciary all over the country. 
  • Conduct necessary workshop/seminar/brainstorming session/Focus Group Discussions on digitalization of justice system
 
4. Plan and design the development of Sustainable Development Goals monitoring system for Bangladesh
  • Arrange workshops with relevant stakeholders to develop the monitoring system 
  • Plan and support in designing monitoring system in coordination with relevant government agency

Required Skills and Experience

Education:
  • Master’s Degree in Public Administration / Development Studies / Business Administration / e-Policy / e-Governance or ICT / Social Science / Natural science 
 
Experience:
 
  • Overall 10 years’ experience including 3 years’ relevant experience in Field of Administration 
  • Should have the understanding of perspectives of both service providers, recipients of services and businesses in the relevant sector
  • Experience of working as a Magistrate is desirable
  • Working experience in the field of e-judiciary will be an added advantage
  • Previous working experience with UNDP  or any other development organization will be an added advantage
Language Requirements:
 
  • Fluency in written and spoken English and Bangla
