Background

The Bangkok Regional Hub of the Regional Bureau for Asia and the Pacific (RBAP) focuses on providing programmatic and management oversight to UNDP activities in the region. The operational advisory support and guidance of this function are provided by the Management Advisory Services Team and as a member of the Team, the Programme Management Analyst will be responsible to provide technical advisory services to RBAP Country Offices, including remote and on-site support. This includes effective and efficient delivery of programme support and operations services in RBAP. S/he contributes to the continuous development and improvement of overall operations performance and in the design of tools for monitoring and accountability strengthening, aligned with RBAP’s evolving business needs and portfolio.

The Programme Management Analyst will report to the Management Advisor and will work in close association with the Regional Policy Teams; Country Programme Specialists in RBAP; the Office of Financial Resources Management (OFRM); and Global Shared Services Unit (GSSU) in the Bureau of Management Services (BMS).

S/he is responsible for effective delivery of programme finance services in the Bangkok Regional Hub as well as supporting the Country Offices in the Asia-Pacific Region, ensuring effective and transparent utilization of financial resources and ensuring reporting requirements are met. The Programme Management Analyst promotes a collaborative, client-oriented approach consistent with UNDP rules and regulations.

The Programme Management Analyst supervises general services staff and/or service contract personnel, as assigned to the team.

Duties and Responsibilities

Ensures implementation of operational strategies, adapts processes and procedures focusing on achievement of the following results:

  • Full compliance with UN/UNDP rules, regulations, and policies of financial activities, financial recording/reporting system and follow-up on audit recommendations; implementation of effective internal controls, proper functioning of a client-oriented financial resources management system..
  • Finance business processes mapping and elaboration of the content of Standard Operating Procedures in Programme Finance areas in consultation with the management teams and project managers.
  • Clearing budgets and cost recovery aspects of financing agreements and provide guidance on related aspects.
  • Elaboration of proposals and implementation of cost saving and reduction strategies in consultations with the COs and Hub Teams.
  • Continuous analysis and monitoring of the financial situation, presentation of data on RBAP’s programme and management delivery.
  • Routinely monitors financial exception reports for unusual activities, transactions, and investigates anomalies.

Ensures effective programme finance management, ensures the optimal cost recovery focusing on the achievement of the following results:

  • Development, implementation and follow up on Programme Portfolio Pipeline and Project Tree in Atlas for the regional projects.
  • Programme financial resources management through planning, guiding, controlling of the resources.
  • Provide guidance on the preparation and monitoring of development projects’ budgets for regional projects.
  • Implementation of effective internal controls, proper functioning of a client-oriented financial resources management system.
  • Identification of operational and financial problems, proposal of solutions.
  • Analysis of requirements and synthesis of proposals on proper mechanisms to eliminate deficiencies in budget management
  • Control of Combined Delivery
  • Regular monitoring of the Regional Hub’s programme delivery
  • Approval of vendors in Atlas
  • Supervision of accounts receivables for regional hub projects
  • Provision of advice on reporting, preparation of reports including donor reports
  • Periodic monitoring of dashboards and exceptions, identification of the remedial actions.
  • Monitoring of cost-recovery bills preparation in Atlas for the services provided, implementation of the income tracking system and follow up on cost recovery.
  • Participation in the projects’ audit, control on the follow up

Ensures implementation of the resources mobilization strategy focusing on achievement of the following results:

  • Provide support for resource mobilization, including review of budget proposals with guidance from the Regional Partnership Advisor
  • Monitoring of cost-sharing contributions
  • Advice to Programme and Project Staff on different donor reporting requirements; monitoring of financial reports to be submitted to donors.

Ensures facilitation of knowledge building and knowledge sharing, guidance to all stakeholders on financial matters focusing on the achievement of the following results:

  • Advice to Project staff on UNDP administrative and financial reporting, in particular, on budgetary issues.
  • Organization/conduct of training for the Operations/Project/Programme Staff on financial management aspects.
  • Synthesis of lessons learned and best practices in programme and programme finance.
  • Sound contributions to knowledge networks and communities of practice.

Required Skills and Experience

Education:

  • Master's degree in social policy, public policy, politics, economics, development studies or a related area.

Experience:

  • Minimum two years of professional experience in UN/UNDP finance/budget areas. For candidates with bachelor’s degree, the minimum experience must be four years;
  • Knowledge of UNDP financial systems, policies and procedures;
  • Excellent knowledge of UNDP ERP System (ATLAS);
  • Demonstrated knowledge on data analysis and reporting.

Language Requirements:

  • Excellent Written and Oral English language is mandatory;
  • Proficiency in Thai is an asset.
