Background

As of November 2017, Turkey hosts over 3,2 million Syrian refugees.[1] Syrian refugees are mainly located in the Southeast Anatolia region bordering Syria, but as the crisis continued, the population has expanded to other regions as well. Turkey hosts the largest refugee population in the world and has demonstrated strong national ownership of the response. The Government of Turkey provides a rights-based legal framework through the Temporary Protection regulation, which offers access to education, health care, employment and social security to Syrians. According to the Government of Turkey, it spent 30 billion USD over the last 5 years on the response to the Syria crisis.

Currently, out of the 3,2 million registered Syrian refugees, more than 2,6 million refugees live amongst Turkish host communities.[2] 45% of the 3,2 million refugees are concentrated in 4 provinces in the South East. Within these provinces, there are four municipalities in Turkey that are particularly impacted, each hosting more than 100,000 Syrians. In these cities, the ratio of the Syrian population to that of host communities is higher than 15%, including Kilis, Hatay, Gaziantep and Şanlıurfa.[3] Populations have either reached or exceeded 2023 population projections. Kilis, for instance, hosts almost as many Syrian refugees as its local population.

UNDP supports the Government of Turkey to respond to this large-scale displacement through its Syria Crisis Response and Resilience Programme in Turkey to strengthen the resilience of refugees, host community members, local municipalities and relevant national institutions to cope with and recover from the impact. UNDP’s resilience response strategy is to invest in existing national and local systems to ensure they can adequately serve both host and refugee communities. 

As part of this programme, UNDP will implement the EU-UNDP Turkey Resilience Project (2018-2019) (hereinafter referred to as ‘the Project), funded by the EU Regional Trust Fund in response to the Syrian crisis (EUTF Fund). The Project consists of three main components: Component 1 on Employment Creation, Component 2 on Municipal Service Delivery and Component 3 on Adult Language Training. The overall budget for the Project is 50 million Euros to be implemented in 2018-2019. UNDP will recruit a Project management team for the Project. Each Project Component will be Managed by a Project Manager.

Main partners for the Project include the Ministry of Science, Industry and Technology (C1), Ilbank (C2) and Ministry of National Education (C3).

 Overview of the assignment

The Office will hire three (3) Procurement Officers, all to be based in Ankara. The Procurement Officers will relate to different Project Components:

-          Procurement Officer 1supporting Components 1 on employment creation;

-          Procurement Officer 2 supporting Component 2 on municipal service delivery;

-          Procurement Officer 3 supporting Component 3 on adult language skills training.

Procurement officers will be responsible for the procurement of goods and services of the Project, including the preparation of all procurement related documents. This includes the development of solicitation documents, contracts, communication with vendors and evaluation documents. The Procurement Officers will take lead   and conduct/perform all procurement-related processes including preparations and submisisons to local, regional, HQ procurement review committees, ie. CAP, RACP, ACP. All procurement documents will be prepared by the Procurement Officer. The Procurement Officers will work closely with the Civil Works and Contracts Officer  in UNDP Ankara and the Project Civil Engineers on the development of technical specifications for infrastructure, civil works- related procurement, and any other related matters

The Procurement Officers will work under the supervision of the  respective Project Manager and Head of Procurement Unit . The Procurement Officers will be part of the UNDP-EU Turkey Resilience Project team as well as the broader UNDP Syria Crisis Response Programme team.

Duties and Responsibilities

The Procurement Officers are expected to assume the following tasks:

·         Ensure full compliance of procurement /contracting activities within UNDP rules, regulations, policies and strategies – and manage the implementation of harmonized procurement services.

·         Ensure issuance of procurement type based contract modalities in line with UNDP rules and procedures,

2. Management of procurement processes of the concerned projects

·      In line with the projects’ work plans, develop/update procurement plans and identify relevant solicitation methods

·      Where appropriate, with the support of the other members of the project team(s) and/or contractors, identify the needs, conduct market research, develop the terms of references, technical specifications and/or scope of work for the goods/services and/or works to be procured

·      With the support of the other members of the project team(s), develop and/or coordinate development of fully fledged solicitation documents and arrange for announcement

·      Conduct procurement related tasks including but not limited to pre-qualification and short-listing of bidders, issuance of bids, pre-bid conference, receipt and opening of bids, establishment of evaluation committees, bid evaluation, submissions to relevant approving committees for recommendation of award, contract negotiations, contract finalization and issuance.

·      Preparations and submisisons to local, regional, HQ procurement review committees, ie. CAP, RACP, ACP.

·      Develop a management and quality assurance plan for contracts including, but not limited to, verification of insurance and goods procured, evaluation of subcontractor’s personnel qualifications, monitoring delivery of contractual terms, certification of reports and payments, and issue of contract amendments, verification of services delivered against contractual requirements, alignment of specifications and standards. Provide objective oversight over various contract management processes and ensure their transparency.

·      Coordinate and attend inspection and acceptance committees

·      Inform the relevant project staff for initiation of the related payment processes

Reporting Structure

The Procurement Officers will report to the Project Manager and the Head of Procurement Unit (Matrix supervisor) and work under the guidance of and in close collaboration with the Project staff.

Performance Indicators for Evaluation of Result

- Qualitative inputs provided for AWP and budgets;

- Project procurement activities are made in a timely manner; qualitative inputs prepared to project reports; high-quality correspondence, reports prepared.

- Timely and qualitative inputs prepared for reporting and auditing process in relation to procurement activities.

Duration of Service:   One-year extendable contract.

Supervisor:  The Procurement Officers will report to the Project Manager and Head of PU.

Payment Schedule: The remuneration is to follow a monthly schedule.

Competencies

Requirements

i) Minimum of 8 (eight) years of experience in national or international management and conduct of procurement processes as a Procurement Practitioner .

Assets

ii) Prior experience in UN/DP, international and projects with international IGOs and NGOs organizations/entities;

iii) Prior experience with procurement for EU funded projects.

Required Skills and Experience

Education:

Master’s Degree in Business Administration, Public Administration, Finance, Economics, Engineering or related field (in the absence of a Master’s Degree, 2 additional years of working experience is required along with a Bachelor’s degree.)

Experience:

8 years of relevant working experience in management and conduct of procurement processes as a Procurement Practitioner

Language requirements:

Fluent written and spoken English and Turkish

Computer skills:

Microsoft Office, Windows-based applications, integrated web-based management systems, spreadsheets and databases

Nationality:

Turkish
