Established in 2010, the GCF invests in transformational climate projects in the developing world. The Fund makes an ambitious contribution to global climate act ion and channels significant financial resources into developing countries to help build low -emission and climate- resilient societies. It is country -driven and undertakes actions which reflect the circumstances of each country concerned and its national a spirations. The GCF is a key enabler of the 2015 Paris Agreement on Climate Change.

Since its establishment, the GCF has mobilized 10.3 billion USD, accredited 54 entities to channel its resources and approved 43 funding proposals. In addition, it has bu ilt up an extensive program to support developing countries identify their needs, in particular those who are most vulnerable to climate change impacts. The GCF’s diverse workforce is advancing its mission from its headquarters in South Korea. In order to enhance Secretariat efficiency, Fund dissemination of information and to support the growth of a more team-oriented culture, GCF is hiring a Knowledge Manager (KM), whose responsibilities are to establish a fu ll-scale KM system, coordinate the collection, storage and management of internally/externally generated knowledge and information, as well as inform Fund’s policies by the lessons drawn from the knowledge analysis. The KM will also facilitate the utilization of gathered knowledge, thus increasing the efficiency in the Fund’s operations. KM includes information, data, internal and board documents, as well as practices regarding the Fund’s operations and project management, interactions with the Accredited Entities (AE), governments and partnerships with other key stakeholders.Duties and responsibilities

Creating and managing a KM system

• Build a knowledge management system for the Fund to ensure that institutional learning is captured and made accessible to both internal and external stakeholders;

• Work across the Fund to integrate knowledge management into work practices, build a knowledge sharing culture, and train staff on how to effectively access and use knowledge management tools; • Analyse the current knowledge management practices, design new incentive- based policies that facilitate and enforce their use;

• Assess the effectiveness of the new knowledge management programs and evaluate their impact in terms of the organizational benefits;

• Guide the IT team and other relevant staff on how to create an efficient digital platform for information sharing, management and turning the information into knowledge, and lead full implementation of a central Document & Records Management System;

• Create channels through which staff can submit internally -generated documents and knowledge to the Knowledge Manager, or to a KM database, and/or externally facing knowledge portals;

Policies and knowledge products

• Lead information gathering on best practices and lessons learned about the internal and external policies of the Fund’s operations, to advise management on policy effectiveness;

• Lead the development and implementation of a Knowledge Dissemination Policy (KDP) for the Fund, to improve the consistency and quality of information used within the Secretariat and information disseminated to external stakeholders;

• In coordination with the Office of Governanc e Affairs, manage knowledge on Board decisions, policies and practice to inform and support Board meetings;

• Work across the Fund and in close coordination with the communications teams to identify and develop knowledge products (including guidance, fact s heets, infographics, online resources etc) for sharing with NDAs, Accredited Entities, observers and other key stakeholders;

• Identify opportunities to inform Secretariat staff about trends and developments affecting the work of the Fund, including through programs of guests speakers, training or other initiatives.

Management

• Lead coordination and committee arrangements between team members from different units to provide support and guidance to execute the KM function;

• Supervise and manage staff and consultants for the KM function.

Expected experience and qualifications*

• Masters level degree in relevant fields, including public policy, public administration, climate change etc. from a reputable university;

• 12 years of relevant experience including acting at s enior policy and management level and experience in developing countries;

• Experience in launching and managing institutional strengthening and cohesiveness initiatives ; • Proven experience with a large organization on knowledge management;

• Broad knowledge a nd experience of climate change, development and/or financial issues, their interrelationships, and the key stakeholders in the climate change field;

• Exceptional interpersonal skills with the ability and personality to work collaboratively; • Exceptional organizational and coordination skills;

• Sensitivity and respect for political and cultural factors;

• Strong analytical skills and knowledge of research processes and methodologies;

• Experience in and ability to work with IT staff to develop appropriate programmes ; and • Excellent written and oral communication skills in English are essential for this position; knowledge of another UN language an advantage.*The person assessed by the Selection Panel as most suitable for the position will be proposed for appointment.
