Project name: Resident Coordinator’s Office

Period of assignment/services (if applicable): 29 January – 23 February 2018 (max. 20 working days)

Proposal  should be submitted online or by email to tenders.by@undp.org no later than 17:00 26 January 2018 (Minsk time).

Interested individual consultants must submit the following documents/information to demonstrate their qualifications:

1. Proposal: Letter to UNDP Confirming Interest and Availability

2. Financial proposal – please fill in Annex II (Finance Proposal)

3. Personal CV or P11 including past experience in similar work and at least 2 references (or contact information of at least 2 people who could provide a reference upon request).

4. Reference to developed policy documents/strategies, produced project reports (at least 2 documents).

Duties and Responsibilities

The assignment will focus on supporting the UNCT in assessing and reviewing the UNDAF implementation during 2016-2017 through finalizing the UNDAF JWPs for 2016-2017 period, consulting with the UN agencies and developing the UNDAF Results Report 2016-2017.

The consultant will be responsible for:

  • analyzing UNDAF Joint Work Plans, Agencies’ Country Reports, and other relevant documents (when/if additional data required);
  • collecting complementary data and evidence on the UNDAF implementation and agencies’ programme work through consultations with the UN agencies with the support of the RCO;
  • reviewing and finalizing UNDAF Joint Work Plans with relevant data and statistics (activities, indicators, results, budget);
  • preparing a draft of the UNDAF Results Report of Belarus for 2016-2017 implementation period on the basis of the UN Country Results Report Template;
  • integrating UNCT comments into the draft Report through online consultations and/or individual meetings with the UN Agencies and finalizing the Report.

Competencies

  • Experience in research and data analysis, Results-based management, confirmed by implemented projects and produced reports (at least 2 reports);

  • Experience in formulating development strategies and policies (at least 2 policy documents/strategies);

  • Proficient in written and oral English and Russian languages.

Required Skills and Experience

I. Academic Qualifications:

Advanced university degree in social and political sciences, economics or related field;

II. Years of experience:

Minimum 5 years of experience in development programming and management, experience of work on results based management, project review and evaluation.

III. Competencies:

  • Experience in research and data analysis, Results-based management, confirmed by implemented projects and produced reports (at least 2 reports);
  • Experience in formulating development strategies and policies (at least 2 policy documents/strategies);
  • Proficient in written and oral English and Russian languages
