OBJECTIVES OF THE PROGRAMME

To develop and implement technical inputs required for health systems based on primary health care, supporting universal health coverage.

DESCRIPTION OF DUTIES

The incumbent is assigned all or part of the following responsibilities which are performed according to the needs and agenda\:To lead the elaboration of strategies and policies by proactively contributing to health technologies and innovation strategies and activities, promoting and facilitating their implementation at country level to improve health systems technical inputs, including but not limited to monitoring and analyzing trends, promoting cross-cutting activities, set and review norms and standards, as well as guidelines for health technologies and innovation.To elaborate and/or oversee the elaboration of policies and strategies toward the implementation of best practices in health technologies and innovations at the regional and national levels through facilitating and encouraging information-sharing of lessons learnt between countries as related to health based on modern and innovates technologies, including capacity building and monitoring taking into consideration all aspects of topics such as traditional medicine, health products registration, essential medicines, laboratory medicines and services, together with diagnostic standards and regulations, blood products and transfusion safety and safety standards; activities also include health logistics, equipment and infrastructure.To closely collaborate with and proactively support countries in the development and implementation of best practices for all the above, ongoing M&E assessment to produce evidence-based results and disseminate them.To fully participate in the elaboration and implementation of resource mobilization and advocacy strategies, in close collaboration with team members, including but not limited to providing advice and guidance to regional and national partners on advocacy strategies, work plans, and their implementation.To guide, coach, motivate and manage HTI and ISTs staff, including resolving problems while promoting effective team work and results, within the framework of WHO Staff Rules and Regulations, and AFRO accepted procedures; managing the budget within the framework of WHO Staff Rules and Regulations, financial rules and AFRO accepted procedures.To perform other related responsibilities as assigned, including replacing and backstopping for others as required.

REQUIRED QUALIFICATIONS

Education

Essential\: Post-Graduate qualifications (MSc/PhD) in pharmacy, medicine or therapeutics complemented by postgraduate degrees or formal qualifications in health regulation.
Desirable\: Postgraduate degrees or formal qualifications in health logistics and supply management and/orPostgraduate degrees/formal professional qualifications health technology management

Experience

Essential\: At least ten years' experience in an area of health technologies and inputs, with proven experience in the management of health technologies with governmental institutions or an international organization.
Desirable\: -

Skills

Demonstrated planning and managerial skills combined with expertise in areas of health technologies and innovations to enable the global implementation of innovative health technologies and services at the regional and country levels. Proven track record in monitoring and evaluation and their application to traditional medicine, health products registration, essential medicines, laboratory medicines and services, together with diagnostic standards and regulations, blood products and transfusion safety and safety standards; as well in providing expertise on health logistics, equipment and infrastructure projects with proven experience of effecting them in a resource-limited contexts. Excellent communication and presentation skills; demonstrated ability to write technical reports, documents guidelines in a clear and concise manner; provide authoritative advice and guidance on health technologies and innovations to multiple stakeholders and partners. Strong interpersonal skills with ability to promote consensus, lead resource mobilization activities, communicate progress and results, and/or take remedial action in a proactive manner, while ensuring effective work practices and ethics. Diplomacy, tact and courtesy.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 84,721 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3904 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
