OBJECTIVES OF THE PROGRAMME

To develop and implement health systems based on primary health care, supporting universal coverage. Through design and development of effective information systems and evidence to support strategies.

DESCRIPTION OF DUTIES

The incumbent is assigned all or part of the following responsibilities which are performed according to the needs and agenda\:To lead the elaboration of policies to enable and stimulate effective health information and knowledge strategies in member states, drawing on common experiences and priorities, identifying obstacles; encouraging experience-sharing including using new technologies and innovative approaches.Enable cross-cutting activities with HSS, ISTs, the Regional and Country Offices, other clusters and Headquarters as appropriate; monitoring progress and analyzing trends, developing and reviewing existing norms and standards, as well as guidelines for health information knowledge management to advise countries.To elaborate and/or oversee the elaboration of strategies and best practices concerning information systems and knowledge management, in close collaboration with the other HSS teams and clusters, to establish a culture of “forward thinking”; including but not limited to organizing and, within the delegated authority, leading workshops to engage stakeholders at the regional and country levels, critically assessing and monitoring results, and identifying problems and recommending appropriate remedial actions or improvements; identifying, securing and managing the provision of highest quality technical assistance to support action in the implementation of the above activities.To lead the work of the Health Observatories in Africa to monitor health situation and trends, enable projections and capacity building while enabling the planning, forecasting and implementation of events as part of supporting health system reforms. Facilitate the acquisition, generation and sharing of evidence for policy and decision making through networks and communities of practice for translation and application of evidence and knowledge. Foster collaborative learning and innovation to improve and sustain human and institutional capacity for information, research and knowledge management.To fully participate in the elaboration and implementation of resource mobilization and advocacy strategies, in close collaboration with team members, including but not limited to providing advice and guidance to regional and national partners on advocacy strategies, work plans, and their implementation.To guide, coach, motivate and manage HIK staff, including resolving problems while promoting effective team work and results, within the framework of WHO Staff Rules and Regulations, and AFRO accepted procedures; managing the budget within the framework of WHO Staff Rules and Regulations, financial rules and AFRO accepted procedures.To perform other related responsibilities as assigned, including replacing and backstopping for others as required.

REQUIRED QUALIFICATIONS

Education

Essential\: PhD or equivalent in Epidemiology, bio-statistics, public health, or in information sciences; Qualifications in medicine or other health professions.
Desirable\: Postgraduate Qualifications or training in Information Technology and/or research and evidence methods;Post Graduate training in health management and/or Public Health and related fields.

Experience

Essential\: At least ten years' experience in information and knowledge management using modern technologies, with proven track record in the successful implementation of knowledge information networks, information-sharing and training in governmental institutions or international organizations.
Desirable\: Experience in the development of training materials and E-training in resource-limited countries.

Skills

Demonstrated managerial skills combined with expertise in health statistics, information systems and knowledge management to enable the implementation of networks using modern technologies and innovative approaches, and proven experience of implementing them in resource-limited contexts. Excellent communication and presentation skills; demonstrated ability to write technical reports, documents guidelines in a clear and concise manner; provide authoritative advice and guidance on health information and knowledge management to multiple stakeholders and partners. Strong interpersonal skills with ability to promote consensus, lead resource mobilization activities, communicate progress and results, and/or take remedial action in a proactive manner, while ensuring effective work practices and ethics. Diplomacy, tact and courtesy. Sound knowledge of information and knowledge management and the application of modern technologies and innovations preferably in the context of capacity building, and/or health systems.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 84,721 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3904 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
