OBJECTIVES OF THE PROGRAMME

The World Health Organization has been providing technical support to the government of the Kingdom of Cambodia to strengthen national capacity in implementing and monitoring the Asia Pacific Strategy for Emerging Diseases and Public Health Emergencies (APSED III) and International Health Regulations (IHR) 2005.The Emerging Disease Surveillance and Response (ESR) team in Cambodia works to strengthen the overall capacity of the Ministry of Health (MoH) for detection and response to emerging diseases and public health emergencies. The guiding principle for the programme is the APSED III. ESR focuses on strengthening (1) public health emergency preparedness; (2) surveillance, risk assessment and response; (3) laboratories; (4) zoonosis; (5) prevention through health care; (6) risk communications; (7) regional preparedness, alert and response; (8) monitoring and evaluation; and (9) specific activities related to IHR 2005.

 

DESCRIPTION OF DUTIES

Specific roles

1. Provide technical support to the government of Cambodia in the development of guidelines and policy to ensure establishment of a new integrated and standardized health information system, ensuring secure linkage between patient information, laboratory findings, and surveillance;

2. Provide support to the MoH in the further development of Cambodia Laboratory Information System (CamLIS) from computer to web-based system, to also ensure usage and analysis of the system across government laboratories for strengthened information collection and analysis;

3. Act as a WHO focal point for information systems and play a lead role in networking between MoH departments and other stakeholders to ensure development of a robust streamlined national health information system so that the current paper-based system can become obsolete;

4. Provide technical support on the development and upgrading of software, web-based system development and processes needed by the MoH for surveillance of communicable and noncommunicable diseases;

5. Provide technical support to assist influenza surveillance system maintenance and improvement, including support for training, development and supporting maintenance of IT systems, analysis of influenza data, and support to submit influenza data to the global influenza database;

6. Provide technical support for indicator-based and event-based surveillance to ensure strengthened national capacity to detect and respond to emerging diseases and public health emergencies;

7. Provide technical support to the Applied Epidemiology Training including training and supervision of trainees when required, this activity will ensure ministry staff capacity development at provincial and central level;

8. Support MoH during outbreak investigation, and provide support to the writing of technical surveillance and outbreak reports when required; and

9. Any other duties as directed by Head of Country Office/Team Leader.

Expected outputs/outcomes

1. Strengthened national public health core capacities for emerging diseases and public health emergency in line with APSED III and IHR 2005;

2. Finalized CamLIS web-based system and use of CamLIS within allocated laboratories;

3. Streamlined and integrated electronic disease surveillance system;

4. Strengthened indicator and event-based surveillance at provincial and central levels;

5. Improved capacity for laboratory surveillance and outbreak detection;

6. Improved capacity for provincial and central level to detect and respond to public health events.

 

REQUIRED QUALIFICATIONS

Education

Essential\: University degree in computer science, health informatics or information technology from a recognized university.
Desirable\: Postgraduate degree in public health. Training in Geographical Information Systems (GIS). Training in surveillance systems.

Experience

Essential\: Five years experience in developing and maintaining surveillance systems and data management and interpretation. Demonstrated experience in developing information technology system in health care settings with emphasis on collection and auto-analysis of large data sets. Experience in outbreak investigation in Cambodia and in developing and conducting training.
Desirable\: Knowledge of WHO and Cambodian Ministry of Health working practices. Experience in developing websites and web-based reporting systems. Expertise in use of EPIInfo, EPIdata or other outbreak investigation software.

Skills

  • Experience and knowledge of surveillance, risk assessment, and response;
  • Demonstrated record of working in tight timelines and in challenging situations such as outbreak investigations;
  • Broad knowledge and experience on database creation and maintenance in particular using Microsoft Access, Epi Info and Epi data;
  • Knowledge and demonstrable experience in health informatics, analysing and interpreting large data;
  • Ability to use mapping software for geographical analysis of outbreaks;
  • Proven skills in planning, monitoring and evaluation of interventions, and training in developing tools and instruments;
  • Highly developed interpersonal and communication skills and the ability to communicate effectively with the government and partner agencies;
  • Ability to work harmoniously as a member of the team and adapt to diverse educational and cultural backgrounds and maintain high standard of personal conduct.

REMUNERATION

Remuneration comprises an annual base salary starting at USD 37,654 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
