OBJECTIVES OF THE PROGRAMME

The mission of the WHO Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.

 

The Director of Strategic Planning and Performance Management serves as the advisor to the Deputy Director General (DDG) on the strategic direction and coherent planning of the Health Emergencies Programme (WHE), ensuring standardization of planning, monitoring and reporting, and demonstrating predictable results across the Programme.

DESCRIPTION OF DUTIES

Within the framework of the delegated authority, the incumbent is assigned all or part of the following responsibilities\:

 

- Provide direction and coordination of the overall strategic planning and performance management of the Programme in close collaboration with Senior Management Team at the Headquarters and Regional Offices.

 

- Lead the development and prioritization of the overall Programme strategy, results and performance framework to be presented as part of the WHO General Programme of Work and Programme Budget, including\: organization-wide impact, outcomes, outputs and deliverables; performance indicators and targets; and resources requirements and budgets.

 

- Oversee the development of strategies and plans for all aspects of the Programme including risk mitigation and readiness plans, humanitarian response plans and transition/recovery plans.

 

- Based on available information and surveillance, develop scenario and contingency plans for likely events.

 

- Coordinate and ensure coherence of cross-cutting policies in relation to engagement with external partners and stakeholders for planning and performance management.

 

- Oversee the monitoring, assessment and reporting of the Programme performance against agreed results, performance targets and key indicators.

 

- Oversee the coordination of continuous learning and performance management through after action reviews, lessons learning and operational evaluation, and provide support as needed.

 

- Facilitate and provide immediate surge support for strategic and operational planning of prevention, preparedness, response and recovery plans as needed.

 

- Represent WHO at official meetings and events as required.

 

- Assist the Deputy Director General (DDG) in fulfilling this mandate and undertaking any other duties as required.

REQUIRED QUALIFICATIONS

Education

Essential\: Advanced university degree in public health, project management,  public or business administration, international relations, economics, political science, or related discipline.
Desirable\: Post-graduate certificate or diploma in public health project management, public or business administration, international relations, economics, political science, or related discipline.

Experience

Essential\: A minimum of 15 years of professional experience in progressively responsible positions, including experience in strategic and operational planning,  programmatic performance assessment,management information system design and implementation, project management and implementation, policy and process design and development, and/or enterprise resource planning in a multinational or multilateral organization. Professional experience should also include a track record of success in managing complex international projects or programs. At least 5 years of senior management experience in recognized positions with direct responsibility for managing a multidisciplinary team. Proven experience in the formulation of strategies and performance management mechanisms, especially in the context of international health preparedness and outbreak response. Relevant experience with the inter-agency mechanisms used to coordinate activities related to international health preparedness and outbreak response. Relevant work experience in or concerning several geographic regions (e.g., Americas, Europe, Africa, Asia, Oceania (e.g. Melanesia, Micronesia, Polynesia, Australasia).  Relevant work experience in or concerning crisis or post-conflict countries.
Desirable\: Relevant work experience in WHO or UN agencies or international partners.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 96,865 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 6732 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
