Organizational Setting

The Department of Safeguards is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for some 180 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries.

The Department of Safeguards consists of six Divisions\: three Operations Divisions\: A, B and C, for the implementation of verification activities around the world; three Technical Divisions\: Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services; as well as two Offices\: the Office of Safeguards Analytical Services and the Office of Information and Communication Services.

The main objective of the Department is to maintain and further develop an effective and efficient verification system in order to draw independent, impartial and timely safeguards conclusions, thus providing credible assurances to the international community that States are in compliance with their safeguards obligations. The departmental operating environment is interactive, participative and dynamic with continuous inputs received from the Board of Governors, the General Conference, policy- and decision-makers, as well as counterparts in Member States and in the international development community.

The Environmental Sample Laboratory is responsible for the receipt, screening, analysis and distribution of environmental samples submitted by IAEA safeguards inspector.


Main Purpose

Under the programmatic direction of the Director of the Office of Safeguards Analytical Services and the Head of ESL, to lead the Micro-Particle Analysis Team and to implement the Agency's programmatic activities in the management of destructive analysis pertaining to mass spectrometric evaluations, including highly sensitive particle analysis by Large Geometry-Secondary Ion Mass Spectrometry (LG-SIMS) and Scanning Electron Microscopy (SEM).


Role

The Micro-Particle Analysis Team Leader is (1) a manager of a team of physical scientists, analytical chemists and support staff, complemented by consultants and Department of Safeguards experts, (2) a technical expert supporting analytical quality and development of new technologies to meet analytical capabilities on Safeguards environmental particle analysis, and (3) scientific expert advising the Head of the Environmental Sample Laboratory and the Director of the Office of Safeguards Analytical Services on scientific, technical, programmatic and relevant administrative matters.


Functions / Key Results Expected

Plan and manage the work of the Micro-Particle Analysis Team, prepare work plans, ensure a balanced workload distribution, monitor work performance and assess staff development needs;
Coordinate, supervise and provide technical and scientific support to the ESL’s SIMS and SEM laboratory ensuring accurate and timely release of environmental particle analysis to Department of Safeguards, and particle QC material production.
Specify new equipment for SGAS and plan for its implementation to continuously improve the analytical performance and timeliness of the mass spectrometric laboratories.
Supervise applications and developments of new particle analysis technologies such as technical update of LG-SIMS/SEM, Laser Ablation Fission Track ICPMS, and production of particle QC swipe.
Oversee and improve the QC control and the ISO9001 QC system for the SIMS and Microscopy laboratories and the SGAS-ESL electronic workshop, take an active part in developing procedures for QC control and data acquisition for mass spectrometry
Interact with SG customer to ensure current and future trends are met And maintain contacts with other laboratories and support programmes.

The incumbent may perform his/her work in areas involving exposure to radioactive materials. Therefore, as an Occupationally Exposed Worker, he/she must be medically cleared by VIC Medical Service and is subject to an appropriate radiation and health monitoring programme, in accordance with the IAEA's Radiation Safety Regulations.

Qualifications, Experience and Language skills

Master's Degree - Advanced university degree in Physical Sciences, Material Sciences, Analytical Chemistry or Geochemistry. Ph.D.degree preferred.

Minimum 10 years of managerial experience in an analytical laboratory;
Minimum 2 years of experience in diagnosing, upgrading and maintaining electron microscopes (FIB-SEM/EDX).

Excellent oral and written command of English.


Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $85543 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 41317, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
