Organizational Setting

The Department of Safeguards (SG) is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for some 180 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries.

The Department of Safeguards consists of six Divisions\: three Operations Divisions\: A, B and C, for the implementation of verification activities around the world; three Technical Divisions\: Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services; as well as three Offices\: the Office for Verification in Iran, the Office of Safeguards Analytical Services and the Office of Information and Communication Services.

The main objective of the Department is to maintain and further develop an effective and efficient verification system in order to draw independent, impartial and timely safeguards conclusions, thus providing credible assurances to the international community that States are in compliance with their safeguards obligations. The departmental operating environment is interactive, participative and dynamic with continuous inputs received from the Board of Governors, the General Conference, policy- and decision-makers, as well as counterparts in Member States and in the international development community.


Main Purpose

Reporting to the Deputy Director General for Safeguards, the Director of the Office of Information Technology and Communication Systems has overall responsibility for all aspects of the operation, maintenance and development of the integrated IAEA Safeguards Information System (ISIS), the operation and maintenance of a secure information system infrastructure for the Department (the Integrated Safeguards Environment, ISE), and the secure communication from and to regional offices and any remote device deemed necessary to improve safeguards effectiveness and efficiency. The Director provides authoritative guidance on the definition and implementation of technical solutions related to information integration and information security.




Role

The Director is\: an adviser and coordinator to the Deputy Director General on issues such as strategy and policy; a leader, providing general strategic direction and motivating staff in the Office promoting good performance and teamwork and creating an environment where staff can develop their skills and share knowledge and experience; a manager, acting in accordance with the IAEA's values and ethical standards in making decisions regarding human, financial, information and knowledge resources assigned to the Office.




Functions / Key Results Expected

Provide strategic direction and leadership for the design, development, maintenance and operations of safeguards ITC systems, with particular emphasis on information integration, quality and security.

Establish implementation policies and procedures within the Office in accordance with Departmental policy and strategy, including through the development and maintenance of an appropriate departmental enterprise/process/application architecture, promoting alignment between departmental business strategic goals and ITC initiatives.

Participate in the Department's senior management team for formulating safeguards policies, strategic planning and developing innovative approaches to strengthen the efficiency and effectiveness of the safeguards system.

Effectively and efficiently lead and manage an innovative and effective team of senior managers and staff and related financial resources assigned to the Office , including the planning and assignment of resources, the implementation of planned activities and assessment of the outcomes.

Foster the preservation and growth of knowledge within the Office and the Department.

Promote compliance with the Departmental quality management system in the Office, with particular emphasis on the development of new systems in accordance with industry best practices in terms of business IT alignment and project management.

At least 15 years of relevant professional experience.

Of those, at least 10 in management of ICT or business/industry with strong IT contribution teams, with focus on security, compliance, adaptability, risk and quality management, and at least 5 years of experience at the senior level in an international organization or multinational company, with demonstrated capability in multicultural human leadership and financial resource management.

Experience in the complex analysis of information related to international, public security and corresponding ICT solutions. An understanding of the nuclear fuel cycle verification issues, safeguards specificities and the current and upcoming challenges of the IAEA's safeguards system is desirable.

Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.


Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $97805 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 47240, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
