Background
As of November 2017, Turkey hosts over 3,2 million Syrian refugees. Syrian refugees are mainly located in the Southeast Anatolia region bordering Syria, but as the crisis continued, the population has expanded to other regions as well. Turkey hosts the largest refugee population in the world and has demonstrated strong national ownership of the response. The Government of Turkey provides a rights-based legal framework through the Temporary Protection regulation, which offers access to education, health care, employment and social security to Syrians. According to the Government of Turkey, it spent 30 billion USD over the last 5 years on the response to the Syria crisis.
Currently, out of the 3,2 million registered Syrian refugees, more than 2,6 million refugees live amongst Turkish host communities.45% of the 3,2 million refugees are concentrated in 4 provinces in the South East. Within these provinces, there are four municipalities in Turkey that are particularly impacted, each hosting more than 100,000 Syrians. In these cities, the ratio of the Syrian population to that of host communities is higher than 15%, including Kilis, Hatay, Gaziantep and Şanlıurfa.Populations have either reached or exceeded 2023 population projections. Kilis, for instance, hosts almost as many Syrian refugees as its local population.
UNDP supports the Government of Turkey in responding to this large-scale displacement through the implementation of the Syria Crisis Response and Resilience Programme (i.e. Syria Response Programm) in Turkey. The programme contributes to strengthen the resilience of Syrians under Temporary Protection, host community members, local municipalities and relevant national institutions to cope with and recover from the impact. UNDP’s resilience response strategy is to invest in existing national and local systems to ensure they can adequately serve both host and Syrian communities.
UNDP’s Syria Response Programme is funded by several key donors, including the EU, the Government of Japan, KfW and USBPRM. UNDP is hiring two Syria Response Programme managers:
i) a programme manager to oversee the implementation of the EU MADAD funded project under the Syria programme;
ii) a programme manager to oversee the implementation of the non-EU funded projects under the Syria programme and serve as a port-folio manager for the overall Syria programme
This ToR relates to the recruitment of the Syria Crisis and Resilience Response Portfolio Manager for the overall management of the non-EU funded projects under the Syria programme as well as provision of advisory services in the field to ensure programmatic coherence.
Overview of assignment
The Syria Crisis Response and Resilience Programme Portfolio Manager will be responsible for the implementation of the non-EU projects, including planning of implementation, financial management and reporting. He/she has a supervisory role for the Project Managers of the respective projects and cross cutting positions (non-EU funded).
The Portfolio Manager will ensure the quality of the reports to be submitted to the donor and support the management of the grant contracts with the donors. He/she will ensure the project is managed in line with the contractual obligations with the donors and UNDP’s rules and regulations.
The Portfolio Manager will serve as a key focal point for national and local Government engagement (together with the Project Managers and the ARR-programme) and ensure alignment between all projects implemented under the UNDP Syria Crisis Response and Resilience Programme. He/she will support the partnership with the donors and support the advocacy and policy dialogue of the results of the Project with key stakeholders. The Programme Manager will support the UNDP Senior Resilience advisor with UNDP’s coordination role under the Regional Refugee and Resilience Plan (3RP) and provide UNDP’s inputs and reporting for the 3RP sectors in which is UNDP involved.
Syria Crisis and Resilience Response Portfolio Manager will report to the UNDP’s Assistant Resident Representative (ARR- Programme) and UNDP Senior Resilience Advisor through matrix management supervision. He/she will also work closely with the other Syria response programme manager, who is responsible for the implementation of the EU funded projects.
