Background

As of November 2017, Turkey hosts over 3,2 million Syrian refugees. Syrian refugees are mainly located in the Southeast Anatolia region bordering Syria, but as the crisis continued, the population has expanded to other regions as well. Turkey hosts the largest refugee population in the world and has demonstrated strong national ownership of the response. The Government of Turkey provides a rights-based legal framework through the Temporary Protection regulation, which offers access to education, health care, employment and social security to Syrians. According to the Government of Turkey, it spent 30 billion USD over the last 5 years on the response to the Syria crisis.

Currently, out of the 3,2 million registered Syrian refugees, more than 2,6 million refugees live amongst Turkish host communities. 45% of the 3,2 million refugees are concentrated in 4 provinces in the South East. Within these provinces, there are four municipalities in Turkey that are particularly impacted, each hosting more than 100,000 Syrians. In these cities, the ratio of the Syrian population to that of host communities is higher than 15%, including Kilis, Hatay, Gaziantep and Şanlıurfa. Populations have either reached or exceeded 2023 population projections. Kilis, for instance, hosts almost as many Syrian refugees as its local population.

UNDP supports the Government of Turkey in responding to this large-scale displacement through the implementation of the Syria Crisis Response and Resilience Programme (i.e. Syria Response Programm) in Turkey. The programme contributes to strengthen the resilience of Syrians under Temporary Protection, host community members, local municipalities and relevant national institutions to cope with and recover from the impact. UNDP’s resilience response strategy is to invest in existing national and local systems to ensure they can adequately serve both host and Syrian communities.

UNDP’s Syria Response Programme is funded by several key donors, including the EU, the Government of Japan, KfW and US BPRM. UNDP is hiring two Syria Response Programme managers: one to manage overall implementation of the EU MADAD funded project and one to manage the overall implementation of the non-EU funded projects under the programme.

UNDP will implement the EU-UNDP Turkey Resilience Project (2018-2019) (hereinafter referred to as ‘the Project’), funded by the EU Regional Trust Fund in response to the Syrian crisis (EUTF Fund). The Project consists of three main components: Component 1 on Employment Creation, Component 2 on Municipal Service Delivery and Component 3 on Adult Language Training. The overall budget for the Project is 50 million EUR to be implemented in 2018-2019. Main partners for the EU funded Project include the Ministry of Science, Industry and Technology (C1), Ilbank (C2) and Ministry of National Education (C3). UNDP is currently also in the process of recruitment the full project teams for each of the Project components.

This ToR relates to the recruitment of the Programme Manager for the EU MADAD funded project under the Syrian response programme.

Overview of assignment

The Syria Crisis Response and Resilience Programme Manager will be responsible for the overall implementation of the EU Project, including planning of implementation, financial management, and reporting. He/she has a supervisory role for the three Project Managers and other EU funded cross-project positions (e.g. Gender Expert, M&E Specialist and Communication Specialist) under the Project. The Programme manager will ensure the quality of the reports to be submitted to the donor and support the management of the grant contract with the EU in close cooperation with the Senior Resilience Advisor. He/she will ensure the project is managed in line with the EU contractual obligations and UNDP’s rules and regulations.

The Programme Manager will serve as a key focal point for national and local Government engagement (together with the Project Managers and ARR-programme) and ensure alignment of the Project with other projects implemented under the UNDP Syria Crisis Response and Resilience Programme. He/she will support the partnership with the EU and support the advocacy and policy dialogue of the results of the Project with key stakeholders. The Programme Manager will support the UNDP Senior Resilience advisor with UNDP’s coordination role under the Regional Refugee and Resilience Plan (3RP).

The Syria response Programme Manager will directly report to the UNDP Deputy Country Director and have a direct working relation with UNDP Senior Resilience Advisor on technical issues of the Project implementation.   He/she will also work closely with Syria Crisis and Resilience Response Portfolio Manager, who is responsible for the management of the non-EU funded projects and provision of advisory services.

Duties and Responsibilities

Summary of Key Functions:

1. Overall implementation of the EUTF MADAD funded Project

  • Timely delivery of project activities and overall quality assurance of deliverables
  • Effective coordination of the team through provision of guidance and preparation of guidelines when needed, ensuring compliance with UNDP rules and regulations.
  • Ensure compliance with EU rules and regulations for the overall project
  • Budget and financial management of the project
  • Oversight of project related procurement
  • Oversight of project related communication and visibility and ensure compliance with EU rules and regulations
  • Effective coordination of the team by providing guidance and development of implementation tools as needed
  • Establish effective teamwork within the teams across the various project components under the EUT funded Project
  • Identify and establish clear roles and responsibilities within the team through effective work distribution strategies
  • Identify, analyze and provide relevant data to provide strategic directions to the team and collaboration with partners
  • Supervision of the Project staff

2. Effective programme/project management including quality control and assurance

  • Coordinate implementation of strategies through effective application of RBM tools, establishment of management targets for respective Programe/Project, project/programme outcome level performance indicators and success criteria and targets and monitoring achievement of results
  • Develop AWPs, organize work of project implementation teams, monitor and report progress and assure the quality of results achieved.
  • Ensure time and high-quality reporting in line with the agreed EU contractual arrangements. Supervises preparation of donor reports
  • Ensure technical (substance) quality of project outputs.
  • Perform Manager level 2 in ATLAS up to USD 30,000 as may be required by Country Office Internal Control Framework (ICF).
  • Regularly prepare aggregate reports on activities, outputs and outcomes. Supervises preparation of donor reports
  • Ensures cooperation and synergies in the Syria Crisis Response Programme and across UNDP Portfolios under the supervision of the ARR Programme;
  • Establish common grounds for thematic areas to leverage results across projects

3. Strengthen and maintain Government partnerships and facilitate knowledge management

  • Play a key role in strengthening and maintaining the relationship and communication with the relevant Government counterparts, including Ministry of Science, Industry and Technology, Ilbank and Ministry of National Education- in close cooperation with the project managers and coordinating with supervision of ARR-Programme
  • Ensure project implementation is aligned with national and local Government policies, closely coordinating with ARR Programme and Portfolio Managers
  • Analysis of relevant   institutions and platforms in which the Programme can bring advantages to achieve the targets as well as added value.
  • Ensure required linkages with other development portfolios in UNDP, in close coordination with Portfolio Managers and under supervision of ARR Programme

Education:

Master’s Degree or equivalent in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences or related field.

Experience:

Minimum of 2 years of general working experience in development cooperation

  • Professional experience in international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects.
