Team Leader for Vulnerability and Adaptation reporting under 4th National Communication

Background

The project objective is to enable Armenia to prepare its Forth National Communication (4NC) under decision 17/CP7 and the Second Biennial Update Report (2BUR) under decision 2/CP17 of the United Nations Framework Convention on Climate Change. The 4NC and 2BUR will be buit upon previous studies, self-assessment exercises and based on the UNFCCC Guidelines. It will enable Armenia to present the updated information on Convention implementation in a consistent, transparent and comparable manner. The project is coordinated by the Ministry of Nature Protection under the guidance of Inter-Agency Climate Change Council (IACCC). The Project components include: production of the Second Biennial Report and Fourth National Communication of Armenia under UNFCCC. The preparation of the 2BUR and 4NC is expected to enhance national capacity, contribute to general public awareness and knowledge building, and mainstream climate change consideration into national sustainable development process of Armenia. The project will also strengthen the cooperation between Armenia and other Parties to the Convention in achieving the ultimate objective of the UNFCCC.

Duties and Responsibilities

Under the overall guidance of the Project Coordinator, the Team Leader for V&A reporting under 4th National Communication is responsible for co-ordination and execution of the corresponding technical component to ensure overall quality of the Project. He/she will provide technical guidance and supervise the work of the experts and the national institutions involved in 4NC development team. The responsibilities of the Team Leader include but are not limited within the following:

• Assist the Project Coordinator in establishing the team of experts for preparation of 4NCs corresponding chapters (“Vulnerability Assessment and Adaptation Measures”, “National Circumstances and Other Information for Achieving Convention Goals” and “Gaps, Constrains and Capacity Needs for Convention Implementation”).
• Develop scope of work and respective Terms of References for the team members.
• Lead and oversee the development of the baseline climate and impact of socio-economic development scenarios and impact of climate change with application of corresponding methodologies and models for V&A analysis. 
• Identify training needs, prepare training materials, organize training programmes, consultation and workshops, as well as develop publications if needed.
• Review all information generated during the project (periodic).
• Lead the data and information collection process and identification of gaps and priority areas.
• Identify gaps and key barriers for adaptation technology transfer.
• Foster and establish links with related national and regional projects, and other international programmes.
• Review and lead compilation of the all information generated by experts in the corresponding chapters of the National Communication based on UNFCCC corresponding decisions and best international practice.
• Provide periodic progress report to the Project Coordinator on the thematic area.
• Draft the respective chapters of Armenia’s 4NC along with the respective part of the executive summary.
• Support in identification and elaboration of the adaptation projects.
• Incorporate comments received from the review process in final products.

General Outputs:

• TORs for the V&A team experts developed and  expert team established
• Training for expert team provided on application of recommended methodologies for assessment of vulnerability and adaptation programs implementation in the following sectors: Water Resources, Natural Ecosystems and Biodiversity, Agriculture, Settlements Infrastructures, Human Health, Tourism
• Sector specific analytical reports prepared by experts reviewed and consulted with corresponding ministries, institutions, private sector and NGOs
• Information generated by experts is compiled according to the guidelines and all comments received from national partners incorporated and archived
• Vulnerability and Adaptation Chapter of the 4NC drafted (Observation and Predictions, Water Resources, Natural Ecosystems and Biodiversity, Agriculture, Settlements Infrastructures, Human Health, Tourism) according to the requirements for the National Communications
• Other Information Relevant for Convention Implementation chapter of the NC drafted based on collected and compiled information
• The corresponding parts of the 4NC Executive Summary drafted
• The intermediate and final assessment results presented during UNDP organized workshops and seminars.

Competencies

• Good understanding of the environment related legislation and institutional framework in the country.
• Familiarity with national communications, and processes under the UNFCCC.
• Substantial knowledge of CGE and IPCC Manuals/Guidelines for Adaptation Policy Framework for Climate.
• Demonstrated ability of cooperation with stakeholders: government, scientific institutions and international organizations.
• Strong interpersonal and communication skills.
• Ability to work independently and to participate effectively in a team based information sharing.
• Demonstrated ability of analytical and drafting work.
• Ability to systemize, analyze and present the data.
• Ability in negotiation and conflict resolution.
• Good knowledge of MS Office (Word, Excel).

Required Skills and Experience

Education:

• Master’s degree in natural sciences, environmental management or other relevant disciplines.
• Scientific degree in natural sciences, or environmental management is an asset.

Experience:

• At least 5 years of professional experience relevant to the environment/climate change related projects.
• Substantial involvement in the preparation of reporting under UNFCCC.
• Working experience with international donor organizations.

Languages:

• Excellent knowledge of Armenian and English. 

NDIVIDUAL CONSULTANTS WILL BE EVALUATED BASED ON THE FOLLOWING METHODOLOGY:

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants' technical qualifications,  experience and financial proposal. The contract will be awarded to the individual consultant whose offer has been evaluated and determined as technically responsive/compliant/acceptable to the requirements of the ToR and received the highest cumulative (technical and financial) score out of below defined technical and financial criteria.

Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation.

Technical Criteria - 70% of total evaluation - max. 70 points

Financial Criteria - 30% of total evaluation - max. 30 points. 

Technical Criteria

• Criteria A: Relevant education and respective experience - max 10 points
• Criteria B: Good understanding of the environment related legislation and institutional framework in the country - max 20 points
• Criteria C: Substantial knowledge of  Manuals/Guidelines for Adaptation Policy Framework developed under  UNFCCC - max 30 points
• Criteria D: Practical involvement in the preparation of reporting under UNFCCC - max 10 points
