Peace and Security Centre

The UNOPS Peace and Security Centre (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners. The Centre is responsible to administer, provide support and oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations. It is headed by the Centre Director who has the overall authority and accountability for the performance of the Peace and Security Centre on behalf of its clients.

United Nations Mine Action Service (UNMAS) DRC

The Democratic Republic of Congo (DRC) has suffered nearly two decades of turmoil, particularly in the eastern provinces. The use of landmines was a feature during the conflict and Explosive Remnants of War from the fighting remain a hazard.

UNMAS established its presence in the DRC in 2002 to provide support to the Peacekeeping Mission (MONUSCO) and to conduct humanitarian mine action. It continues to work with all actors involved in mine action, and weapons and ammunition management and safety issues.

Functional Responsibilities

Under the direct supervision of the Associate Support Services Officer and the technical guidance of the Support Services Assistant, the Driver/Mechanic will provide assistance in the day to day management of needed logistical support and fleet management.

Summary of Functions:

  • Provide assistance for the pick-up or drop off the official personnel at the airport and other terminals such as border crossings and facilitating immigration formalities if necessary
  • Facilitate the transportation of authorized personnel, the delivery and collection of mail, documents and other supplies or equipment as directed by the supervisor
  • Ensure that vehicle checks are conducted daily, weekly and monthly for all UNMAS vehicles in Goma
  • Collaborate with vehicle users in sub-offices or the fleet focal point in Kinshasa to collect information and ensure that vehicle checks are being conducted daily, weekly and monthly in all UNMAS DRC Office locations
  • Conduct small repairs and arrange external repairs when required, and ensure that the vehicles are kept clean and in good working order
  • Work closely with, and monitor, external workshops (i. e. MONUSCO-Workshop / KIVU Motors)
  • Travel to remote locations to facilitate vehicle recovery and repairs as needed
  • Ensure that vehicle documentation is being maintained in all UNMAS Duty Stations
  • Ensure all vehicle documents are available in the vehicles at all times
  • Ensure that all workshop tools are maintained and in good condition, and the UNMAS workshop container is clean and tidy at all times
  • Ensure that safe and best practice is conducted in the UNMAS-workshop
  • Assist in preparation of repair and maintenance schedules for the UNMAS vehicles
  • Assist in reporting on trends and common problems for vehicle fleet and developing solutions
  • Provide advice for the procurement of spare parts and assist in getting quotations
  • Maintain stock control of spare parts and tools at assigned duty station
  • Ensure that UN Rules and Regulations in case of an accident are followed
  • Ensure vehicle maintenance schedules are met
  • Ensure vehicles are MOSS compliant before any movement to the field
  • Perform other duties as assigned

Education/Experience/Language requirements

Educations and Relevant Years of Experience:
  • Secondary Education (High school or equivalent) with 3 years of relevant experience is required            
Experience:
  • A minimum of 3 years of relevant experience working as a driver (operating manual transmission 4X4 vehicle) is required
  • A minimum of 3 years of relevant experience working as a vehicle mechanic is required
  • Experience working and operating vehicles, in remote and hazardous locations is required
  • Experience operating Radio communication equipment is desired 
  • Experience in  the use of computers, office software including MS Office is desired
  • Experience in Vehicle/Fleet Management is desired
  • A valid national drivers license is required 
Language:
  • Fluency in French (speaking, reading and writing) is required
  • Intermediate level in English (speaking, writing and reading) is required. 
  • Knowledge of another UN official language is desired
