The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Purpose of the Job:
Responsible to provide daily, weekly and monthly WASH progress reports
Submission of monthly WASH forecast
Responsible for managing WASH Team.
Coordination and liaising of WASH activities with all stakeholders including government officials
Providing Inputs to WASH concept notes and proposal while developing.
Responsible to track WASH projects budgets and expenses.
Accountable and responsible for all WASH activities in region level.
The purpose of the WASH Coordinator position is to implement delegated WASH project portfolio

Job description

  • Line management of WASH project field staff
  • Adherence to NRC policies, guidance and procedures
  • Contribute to WASH strategy development, project proposals and provide input on needs and gaps

  • a. Administrative
  • Assist in ensuring optimal use of financial resources and good budget management;
  • Assist in overseeing and maintaining field reporting quality and timeliness;
  • Develop steps and procedures in the planning and implementation of the WASH project in accordance with agreements with donors and implementing partners;
  • Assist in monitoring, evaluating and suggest changes and improvements in programme and materials based on observations and discussions with the WASH staff and the Project Manager.
  • Provide technical feedback on design of new WASH projects.

  • b. Reporting
  • Prepare monthly reports for the WASH/Shelter Project Manager/program, area managers as well as to WASH specialist;
  • Represent WASH Programme and provide technical expertise to cluster and coordination meetings in provincial level;
  • Communicate, exchange information and co-operate with relevant actors;
  • Contribute to the development of NRC’s strategy, action plan and activities plan and priorities for the WASH projects.
  • Review of bids, contracts and report to Project Manager as required.
  • Report to Project Manager any violations of NRC’s Personnel Policies or Code of Conduct.

  • c. WASH Programme Management and Development
  • Assist in project design, monitoring, quality control and monument;
  • Assist in developing M&E criteria and systems for WASH projects;
  • Identify needs/gaps for WASH projects in eastern region of Afghanistan in coordination with the field staff.
  • Represent NRC at WASH cluster meetings in provincial level;
  • Assist in assessing needs for capacity building among staff;
  • Provide technical advice and training to programme staff;
  • Provide technical assistance and training to partners where necessary.
  • Any other tasks assigned by immediate supervisor.

  • d. Achievement indicators
  • Professional project reporting and implementation according to mandate and objectives;
  • Progress of development and implementation of system for WASH staff capacity and skills;
  • The overall objectives for the WASH projects in Afghanistan have been achieved;
  • Support of field project staff;
  • Level of delivery according to deadlines and quality requirements;
  • Reports have been produced at regular intervals, and spending is in accordance with the approved budget;

Qualifications

  • Diploma/Bachelor Degree in Civil Engineering or in related field.
  • 3 – 5 years’ experience from working a (WASH) project implementation position in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal

Education field

  • Education title: Diploma/Bachelor Degree in Civil Engineering or in related field.
