Purpose of the post:

Accountable for professional technical contribution to the overall Education Programme in the western region of Afghanistan, including project design, planning, administration, monitoring and evaluation, data analysis and progress reporting. Commitment for enhancement of gender and sensitive teamwork and capacity building, in support of achievement of planned objectives of the work plan, aligned with country programme goals and strategy.

 

Major Duties and Responsibilities:

  1. Proramme/Project Management
  • Ensure the availability of accurate, complete and up-to-date information and data required for effective Education and project design, implementation, management, monitoring and evaluation, including gender, provincial and district disaggregation of data; provide support for sharing the information with relevant partners. Provide sound education programme budget inputs for review by supervisor.
  1. Project Efficiency and Effectiveness
  • Enhance project efficiency and effectiveness through follow – on activities with various implementing partners, including  monitoring of UNICEF inputs, local conditions and resources, flow of supply and non –supply assistance, and education project status, Implements relevant risk assurance plans and HACT activities including programme visits and spot as appropriate.   
  1. Work Plan and Project Documentation
  • Analyse collected data and information and prepares inputs of progress reports, including monitoring and reporting indicators by gender; draft changes in Education project work plans and assists in identification of required supplies and equipment, as well as in the drafting of Country Programme Recommendation and other project documentation, assuring accuracy and consistency with established rules, regulations and plans of action, and provided support for consultation with partners as required on planning and implementation of Country Programme activities.
  1. Project Implementation Information and Data
  • Ensure the appropriateness of financial, administrative and supply documentation; verify that Education project expenditures are within allotments and that data is consistent with the project information and database (e.g., SAP). Follow up on queries, including with and by partners, or initiate corrective action on discrepancies. Undertake field visits to monitor and assess programme implementation and decides on required corrective action. Ensure full implementation of HACT for all partners with whom UNICEF engages in programme Implementation.

5. Knowledge Sharing

 Compile Education Project Implementation training and orientation materials to promote knowledge sharing with donors and media.

6. Communication and Networking

  • Ensure that effective communication and networking is developed and maintained through partnership, and collaboration with stakeholders.
  • Collaborate with Operations staff to implement internal controls systems and resolve day to day issues or discrepancies in financial or supply management including HACT requirements and assurance activities: facilitate training ( by relevant staff) of all implementing partners of UNICEF financial and supply policies and procedures.
  • Team with local Government counterparts to exchange information on education project implementation and status as well as movement distribution of supplies.
  • Supports coordination with members of the development community, including NGOs, UN and bilateral agencies in the exchange of information relating to Education sector.

Minimum Qualifications and Experience Required:

2. Education:

  • University degree in one of the disciplines relevant to the following areas: Education; Primary Education, Economics, Social Sciences, or a field(s) relevant to international development assistance.

2. Work Experience :

  • Two years of professional work experience at national and international levels relevant Education programmes. Experience working in the UN or other international development organizations is an asset.
  • Background in Emergency programme is an asset.

3. Language Proficiency:

 Fluency in English and in the local languages of the duty station, Dari and/or Pashto, is required.
