Background
Communities Program (CP) is a multi-year initiative, which is built on previous activities initiated by UNDP in 1996. The program supports the implementation of development strategies in Tajikistan and the UN Assistance Framework to implement economic initiatives, address the issues of access to water and local governance at the community level. CP has regional offices in Sughd and Khatlon regions and Rasht valley.
The Programme’s Strategy is to support the Government of Tajikistan to promote wider participation of communities in the process of local development planning, as well as in the management and implementation of local development projects.
Duties and Responsibilities
The Civil Engineer will be based in Khujand Area Office and responsible for overall activities related to implementation of infrastructure projects and future UNDP initiatives.
The incumbent in this job is under supervision of Khujand AO Manager.
The Civil Engineer will carry out the following duties and responsibilities:
- Observe, inspect and monitor implementation of economic and social infrastructure related works, to ensure that it is progressing according to the contract and specifications.
- Design the framework of buildings, bridges, water treatment structures, and other structures to ensure strength and rigidity;
- Facilitate preparation of sketch drawings, production drawings and detailed drawings. These can be undertaken by hand or by using computer-aided design (CAD) equipment, and combine structural, mechanical and artistic elements, including plumbing and heating units and electrical outlets;
- Prepare appropriate monitoring plans to ensure timing and quality of implementation;
- Train and ensure that contractors prepare work plans for the implementation of the contract;
- Advise contractors the delivery of materials, plant and equipment needed for the construction project and supervise labor;
- Establish detailed programs for the coordination of site activities;
- Calculate quantities of material required for constructing projects;
- Supervise the work of subcontractors to ensure construction works are of an acceptable standard and are proceeding according to schedule;
- Produce detailed designs and documentation for the construction and implementation of civil engineering projects;
- Help to estimate costs, prepare specifications for materials, and carry out surveying and drafting and prepare BOQ;
- Inspect that finished works are within specifications and in line with the regulations of civil; engineering works and organize and supervise maintenance and repair work;
- Ensure and maintain proper paper and electronic filing systems, including market prices of building materials;
- Participate in final evaluation of projects;
- Carry out other duties as required by management

Required Skills and Experience
Education: | University degree in civil engineering or related subjects |
Experience: | At least five years of previous experience in working for national and/or international organizations in implementation of civil works; Computer skills, including familiarity with text and spreadsheet; programmes as well as AutoCAD and ArchiCAD, CorelDraw programmes; |
Language Requirements: | Excellent Russian and Tajik. Basic knowledge of English is an asset |
Other: | High sense of responsibility, willingness to take initiative, practicality and creativity, excellent communication skills and team spirit are important assets; Good general knowledge about Tajikistan; Affinity with the mandate and role of the United Nations |
