Investment Officer, Indonesia Program

GGGI is supporting the Government of Indonesia in three focal areas: energy, infrastructure projects within special economic zones, and forest and land-based mitigation projects. The Program, known as the 'GoI-GGGI Green Growth Program,' aims to demonstrate that green investments is possible and can become the norm both for investors and for planners, ultimately improving the quality of growth and development. To ensure sustainability of the Program, knowledge development and management is a core component in support of capacity development of relevant stakeholders. Through the Program, GGGI collaborates with BAPPENAS, the Coordinating Ministry of Economic Affairs, Ministry of Finance, Ministry of Energy and Mineral Resources, and Ministry of Environment and Forestry. Central Kalimantan and East Kalimantan are the selected pilot provinces.

 

GGGI seeks to hire an Investment Officer for the Investment team to support national and sub-national partners to help identify investor interest, liaise with potential investors and review investment mechanisms in relation to the project pipeline of GGGI Indonesia. The Investment Officer will also  help to develop and evaluate business cases, and review project concepts/proposals with regard to their potential to attract national and international finance to accelerate investment in green growth sectors  in Indonesia (energy, infrastructure, waste management, land-use, water). GGGI is designing these projects to help address policy and institutional barriers to international and local investment and in order to support Indonesia build a pipeline of viable large-scale mitigation projects to meet their NDC commitments under the Paris Agreement.

 

The position requires extensive experience in financial mechanisms and modeling, solid understanding of business case development as well as commercial banking activities in the Green Growth projects arena. Knowledge of Indonesian financing policies and practices, financial structure design, blended financing mechanisms and stakeholder collaboration is required to help design sustainable, high-quality bankable projects. Knowledge of Indonesian renewable energy policy and governance and/or other Green Growth sectors will be a major advantage,

PURPOSE

The Investment Officer will support GGGI’s Indonesia country program and its national and sub-national partners to identify and help design commercially viable projects in Green Growth sectors. He/She will support the development of high quality bankable business cases, financial models, financing concepts and proposals to be utilized to attract funding from the appropriate funding mechanisms and investment agencies such as private equity funds, guarantee funds and other multilateral or bilateral institutions and invstors.  The projects should be designed to demonstrate a way forward in overcoming any policy or institutional barriers to investment. This will include private or public-sector finance use (or blended finance), use of various funding mechanisms/financial products, such as bond financing.

 

The Investment officer will work as part of GGGI’s country program, in close collaboration with government partners in the Ministry of Finance, OJK and other agencies, with the overall aim to achieve Indonesia’s NDC targets. The Officer will have the following tasks and duties:

  • Responsible for identifying appropriate creative financing and/or de-risking options to overcome policy and institutional barriers that will garner support from government partners and appeal to potential commercial entities and investors. This will be done in close collaboration with GGGI’s activities related to policy and planning.
  • Support the development of bankable project concepts and proposals by assembling information including project nature, objectives/outcomes/deliverables, implementation, risk mitigation measures, methods, timetable, staffing, budget, standards of performance, and evaluation.
  • Support writing, revising, and editing of proposals and drafting of business plans and investment briefs, involving e.g. risk scenarios and analysis, objectively verifiable indicators, and other investment and finance related sections. Coordinate throughout with the relevant GGGI staff for organizational alignment in objectives.
  • Where applicable, involve financial institutions and commercial lenders in the development of projects to ensure their visions, interest, criteria and priorities are adequately covered. Facilitate where necessary interaction between public and private institutions to create bankable projects and/or innovative funding mechanisms.
  • Support further development and expansion of GGGI’s network of financial institutions, banks, funds and other relevant organizations both domestically and internationally.
  • Prepare investment briefs and presentations for GGGI partners and potential funding organisations and investors.
  • Obtain endorsement from GoI partners and (if necessary or useful) other relevant stakeholders.
  • Carry out other ad hoc assignments in line with GGGI’s mandate and targets for Indonesia,
  • Provide ad-hoc support as member of the integratedGGGI Investment Team to GGGI technical teams and operations for documentation and logistics in the development of the GGGI project portfolio.

 

This position will closely cooperate with the Investment and Policy Solutions Division (IPSD), based at GGGI's Seoul headquarters, who work with programs in countries on:

  • Provision of technical and financial know-how to country programs in the areas of energy, green cities, land-use and water;
  • Working with the Green Growth Planning and Implementation Division (GGP&I) on the development of service offerings (in GGGI’s four main focus areas) and related methodologies (delivery approaches);
  • Support developing global level tools such as the Green Growth Potential Assessment methodology and flagship products (such as the planned Green Growth Index);
  • Contributing to the preparation of corporate communication material

The position is part of the integrated multi-disciplinary Investment Team of GGGI Indonesia and will report to the Investment Lead-Indonesia. Regular travel to the provinces where GGGI is active and to national and international investment related meetings and finance policy platforms is expected.

 

ENGAGEMENT

It is the responsibility of the Officer to anticipate and identify the demands and requirements of key partners and ensure alignment of GGGI’s services to meet these needs. This includes the requirements of partners, donors, investors and other finance stakeholders directly linked to potential funding mechanisms. Specifically, he/she shall:

  • Develop and maintain active coordination, on a day-to-day basis, with GoI partners, particularly with the relevant financial institutions such as Pt SMI, IIF, banks, private equity funds, impact investor networks, etc.
  • Research information in support of quality project design and presentation, enriching GGGI’s knowledge platform, knowledge and communication products.
  • Ensure consistent service delivery to GGGI’s partners.
  • Ensure coordination with the IPSD team and other GGGI colleagues globally and in Indonesia on project-related matters to deliver high-quality products.
  • Build his or her own understanding of GGGI’s options for development and promotion of financial mechanisms and de-risking methodologies to support a wider range of contributions.

 

DELIVERY

The Officer is responsible for or will contribute to delivery of the following results:

  • Identification and development of commercially bankable projects that will be attractive to government partners, financial institutions and private sector.
  • High-quality proposals for bankable projects in the Green Growth sectors
  • High quality finance and risk analysis for projects in development or under evaluation, including financial modeling.
  • Business development by collecting and analyzing market data to support identification of new business opportunities
  • Analysis of suitable financial structures and commercial models to enhance bankability of projects.
  • Interpret term sheets and work with senior staff to draft investment documentation
  • Investment briefs and presentations on bankable projects and finance mechanisms
  • Various documents (or portions of documents) in support of project design, institutional capacity-building, and internal and external program reporting.

 

QUALIFICATIONS

The successful applicant must demonstrate outstanding professional competence and hold exemplary and relevant academic credentials. As noted, the position requires extensive experience in deal origination and financial analysis skills in the Green Growth sectors. Knowledge of Indonesian policy and governance in the energy sectors  and/or other Green Growth sectors, commercial risk assessment, project finance, debt instruments and multi-stakeholder collaboration is needed. Practical experience in arranging investment deals, pitching of bankable projects  and/or financial deal structuring is important.  

Specifically, the application should provide convincing evidence of the following:

  • A bachelor’s degree in finance, accounting, business management or economics. Advance degree (master’s or equivalent) will be an advantage
  • A minimum of six (6) years of relevant professional experience related to bankable project development and financial modeling in the green growth development  sector, including at least several years of experience in Indonesia.
  • Solid understanding of various financial products, debt/equity instruments being used in Indonesian finance/investment sector. Direct working experience with any of these products will be an advantage.
  • A proven track record in successful financial analysis and credit risk assessment.
  • Excellent Indonesian and English writing skills is a must, writing examples might be requested as well as potentially a written exercise as part of the selection procedure. Knowledge of additional key business languages will be an advantage.
  • Excellent understanding of the socio-political and cultural contexts of Green Growth governance in Indonesia
  • An extensive network of professional contacts among financial institutions and impact investors.
  • Experience working directly with one or more Investment banks/ Private Equity/ multi laterals would be an advantage.
  • A good track record of working on complex financial syndication processes, politically sensitive issues with government, banking sector, non-banking financial products and public sector finance is desirable, specially experience with blended finance.
