The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

NRC focuses on implementing Information, Counselling and Legal Assistance (ICLA) n the Bekaa, Shelter, WASH, Education, and Community Management and Coordination (CMC) programmes for Syrian refugees in informal tented settlements (ITSs) and host communities.

 

  1. Role Summary:

     

    The purpose of the Support Manager is to coordinate and manage the support functions at Area Office level, and work along with the Area Manager on these functions while providing quality and efficient support for programmes implementation.

    Generic Responsibilities:

  1. Manage related support staff and provide guidance and assistance, and provides relevant technical capacity building initiatives
  2. Adhere and ensure compliance with NRC policies, procedures, handbooks, and donor/auditor requirements
  3. Provide input on operational support to Plan of Action, and coordinate and align operational support with programme plans at area level
  4. Facilitate support budget preparation and follow up on updates and changes
  5. Responsible for developing regular reports to area and country management as required
  6. Facilitate trainings and capacity building initiatives for programmes staff on financial, logistic, security, and human resources procedures

  7. Oversee and is responsible of mainstreaming protection guidelines in the NRC’s related activities as per NRC’s Protection mainstreaming guidelines and ensures that all breaches/concerns reported are properly resolved
  8. Receive the referral information related to protection cases on a monthly basis from the related focal points and take proper actions to ensure that the referral system is functioning to the best interest of beneficiaries as per NRC referral’s procedures.

    Specific Responsibilities:

  • Ensure to provide proper procedures and monitoring tools for corruption mapping and mitigation practices in all related support functions
  • Carries spot checks, field visits, and in depth reviews to monitor and ensure compliance and adherence to all related policies and procedures
  • Develops a standard filing and referencing system at area level to ensures that complete documentation exists for all transactions
  • Participate in investigation of allegations of suspected fraud or misconduct and produce required reports as requested
  • Coordinate and align operational support with program plans at area level through proper planning
  • Assess and monitor costs and resources allocation at area level
  • Ensure overall safety and security of staff in the area by implementing NRC’s safety and security policies at area level
  • Provide support and guidance for audits related to all support functions of direct responsibility

  • Minimum 5 years of experience in a relevant management position preferably within a humanitarian/recovery context
  • Experience working in complex and volatile contexts
  • Fluency in English, both written and spoken

Context/Specific skills, knowledge and experience:

  • Knowledge of Arabic is an asset
  • Experience in implementation of humanitarian projects/programs
  • Solid knowledge of logistics and procurement, human resources, and finance routines
