Shelter/WASH Social Technical Officer (National Position) - Syria

Our Ideal Candidate:

We are seeking a motivated professional individual to join our Syria Response Office’s operations. The ideal candidate must have a minimum of 2 years of experience of working in a humanitarian/ recovery context or equivalent, with a Bachelor’s Degree in Social Science or relevant studies.

We are particularly looking for an individual who is able to support the day to day implementation of the Shelter/WASH related projects delivered by NRC partners with focus on on non-technical aspects of Shelter & WASH, such as community outreach, participation and referrals.

Generic responsibilities

• Ensure compliance with NRC policies, guidelines and standards

• Ensure compliance with NRC policies, guidelines and standards
• Ensure compliance with CC strategy, tools, handbooks, guidelines and standards
• CC specific technical responsibility for the quality control and monitoring of project activities
• CC specific technical responsibility for project documentation of technical activities of CC project(s) 
• Provide specific technical support and capacity building towards project staff
• Provide specific technical analysis and feedback to NRC representatives in coordination forums
• Assess, promote and document ideas for technical improvement and further program development options
• Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
• Monitor and document the implementation of project activities done by implementing partners and/or contractors (plan of action activities, contracts, financial expenditures and project documentation)
• Conduct quality control and provide technical support to implementing partners and/or contactors
  
  

Specific responsibilities

1. Project Implementation. As delegated by line-manager, responsible for supporting the successful implementation of all Shelter & WASH projects delivered through direct or partner-led modalities throughout the full project cycle.
2. Community Outreach. As delegated by line-manager, responsible for successful community outreach. This includes – but is not limited to – liaison with community representatives, community mobilisation, running awareness raising sessions, and conducting home-visits.
3. Beneficiary Follow-Up. As delegated by line-manager, the position-holder will work in collaboration with the Shelter & WASH Information Management Officer (IMO) to analyse and follow-up on findings from the Shelter & WASH beneficiary database. In addition, as delegated by line-manager, the position-holder will be the focal point for internal referrals (i.e. to other NRC Core Competencies) and Shelter & WASH beneficiary feedback and complaints mechanisms.
4. Non-Technical Assessments. As delegated by line-manager, responsible for supporting non-technical components of Area Office-level needs assessment. This will include Rapid Needs Assessments (RNAs), Multi-Sector Needs Assessments (MSNAs), Detailed/Sectoral Assessments, and vulnerability assessments. The position-holder will be responsible for supporting participatory engagement with beneficiary populations throughout the project-cycle.
5. Non-Technical M&E. As delegated by line-manager, responsible for accurate and high quality Monitoring and Evaluation of NRC/partner Shelter & WASH or related activities, including information management and archiving. This will include - but is not limited to – the successful implementation of process (e.g. satisfaction studies), output and outcome monitoring conducted by NRC, implementing partners and/or third parties. M&E activities will be conducted in accordance with the Syria Response M&E Strategy, tools and guidelines.
6. Protection Mainstreaming. Responsible for supporting protection mainstreaming in all Shelter & WASH or related activities throughout the project-cycle. This includes – but is not limited to – ensuring safety and dignity of beneficiaries, understanding their diverse needs, enabling meaningful access to NRC’s services, ensuring adequate accountability to affected populations, ensuring adequate participation and consultation, and supporting the realisation of their human rights. All project activities will be conducted in accordance with the Protection Mainstreaming Strategy, tools and guidelines.
7. Collaboration. The position-holder is responsible for maintaining a collaborative working environment with other team members, both within the Shelter & WASH project team, within other Core Competencies and with the Support Team. This includes – but is not limited to – the Shelter & WASH Technical Officer and the Housing, Land and Property (HLP) staff.
8. Project Partnerships. As delegated by line-manager, responsible for the successful management of Local Humanitarian Partners (LHPs) involved with the delivery of Shelter & WASH projects. All aspects of partnership will be conducted in accordance with the Syria Response Partnership Strategy, tools and guidelines.
9. Coordination. The position-holder is required to coordinate activities within the given timeframe with different Shelter & WASH team members, as well as other core competencies. He/she may also be required to coordinate with different humanitarian actors where needed.
