NRC is looking for ICLA technical officer (Real Estate, Construction and Land Law) in our office in Mariupol, Ukraine.
The role of NRC ICLA Real Estate, Construction and Land Law technical officer is to deliver high quality information, counselling and legal assistance services within the area of expertise and ensure synergies with other NRC Core Competencies, and in particular NRC Shelter and Settlements programme.
• Ensure compliance with ICLA strategy, tools, handbooks, guidelines and standards
• ICLA specific technical responsibility for the implementation, quality control, monitoring, project documentation and tracking of financial expenditures for technical activities of ICLA projects
• Provide specific technical support and capacity building towards project staff
• Provide specific technical analysis and feedback to NRC representatives in coordination forums
• Prepare and develop status reports as required by management
• Ensure proper filing of documents
• Assess, promote and document ideas for technical improvement and further program development options
• Contribute to specific protection risks and needs analyses
• Contribute to designing of protection response to identified risks and needs.
• Facilitate provision of basic information about the rights and entitlements of beneficiaries
• Facilitate individual and group legal counselling from the office(s) and during mobiles visits
• Support and mobilize beneficiaries for enabling them to address their legal issues independently
• Provide follow up and direct legal assistance on the issues which cannot be addressed by beneficiaries independently
• Identify, analyze and document violations of the rights, propose and advocate remedies
• Contribute to the monitoring and profiling exercises organized and/or participated by NRC
• Cooperate with relevant NRC core competences and support units to develop integrated response to the beneficiaries needs
• Compile narrative and statistical reports in the respective formats
• Perform any other tasks as requested by ICLA PC/PM/PDM.
• Experience in real estate, construction and land law
• Fluency in Ukrainian and Russian, both written and verbal
• Good knowledge of the context in East Ukraine
• Good Knowledge of the software programs (MS Word, Excel, Access, PowerPoint).
• Experience from working on the similar positions in a humanitarian/recovery context
• Previous experience from working in complex and volatile contexts
• Documented results related to the position’s responsibilities
• Good knowledge of English, both written and verbal.

Qualifications
• High education in law• Experience in real estate, construction and land law
• Fluency in Ukrainian and Russian, both written and verbal
• Good knowledge of the context in East Ukraine
