Job Summary

The GBV Programme Manager post is located in Damascus with frequent travel to the field. Under the overall direction of the UNFPA Representative for Syria and direct supervision of Deputy Representative, the incumbent will be responsible for managing, coordinating and monitoring the GBV prevention and response programme.  The GBV Programme Manager works in close collaboration with Programme Officers, Operations staff and counterparts at the Regional Office and HQ. The GBV Programme Manager works in an integrated manner with other UN Organizations, technical staff in host government and civil society organizations to ensure successful implementation of UNFPA- supported GBV prevention and response programme and projects. The GBV Programme Manager works in partnership with other humanitarian sectors. 

Job Purpose

The primary roles of the GBV Programme Manager are:

  • Gender/ GBV prevention and response programme design, management, implementation, monitoring and reporting;
  • Strengthening  of  CO’s  strategic  partnerships 

Responsibilities of the GBV Programme Manager include: to lead the implementation of the UNFPA GBV prevention and response programme by managing the GBV programme design, implementation and monitoring; to identify new and emerging needs and optimize GBV prevention and response by introducing quick wins and other approaches; to develop and maintain partnerships among other agencies, clusters/sectors, as part of humanitarian response.

Education: 

Advanced degree in social work or other social sciences, public health, community health, international relations, international law, human rights or related field;

Knowledge and Experience:

  • A minimum of 7 years work experience in programme management, monitoring and evaluation with focus on GBV prevention and response programming;
  • Experience in results-based management;
  • Experience in project and team management;
  • Demonstrated ability to assess, supervise and co-ordinate technical work in GBV prevention and response in humanitarian and recovery settings;
  • Experience in conducting needs assessments and programme design;
  • Excellent writing skills in English and experience in writing donor proposals, reports, policy notes and strategic documents;
  • Awareness and demonstrable knowledge of how GBV manifests in humanitarian settings and ability to describe context-specific prevention and response actions.
  • Demonstrable knowledge of and experience in humanitarian emergency operations;
  • Demonstrable knowledge of reproductive health issues and/or protection issues in humanitarian and recovery settings;
  • Knowledge of the humanitarian reform process and roles/responsibilities of humanitarian actors;
  • Experience working directly with survivors of GBV using a survivor-centred approach is recommended.
