Background

The United Nations has supported elections in Sierra Leone since the Lomé peace accord. In the run up to the next elections for President, Parliament and Local Councils, UNDP has prepared an electoral assistance project, the ‘Support to the National Electoral Commission 2016-2018’ project (‘SNEC’). This is a high-pressure time-sensitive multi-donor project providing support to Sierra Leone in the delivery of elections that are scheduled for March 2018.

The SNEC project has supported NEC in the enhancement of their existing results management system. NEC will establish five regional tally centre where Tally Centre Advisors will support NEC staff in the implementation of all processes have been developed.

Duties and Responsibilities

Under the direct supervision and guidance of the Chief Technical Advisor, the Tally Centre Advisor will provide expert advice, mentoring and guidance to NEC Regional Tally Centre staff on results management actions, including:

  • Advising on the set up of the tally centre before Polling Day;
  • supporting NEC staff in the delivery of training to tally centre staff;
  • advising on the day-to-day activities at tally centre during the tallying of results;
  • supporting the tally centre management in the overall functionality of the centre;
  • support coordination with District Election Offices to ensure all relevant election materials arrive at the centre;
  •  support implementation of already defined procedures for all processes: material intake, clearance, data entry, form review, quarantine, archive, and the work of the observer coordinator;
  • Support preparation of progress reports on a regular base and upon requests;
  • Report on prescribed bases to Electoral Operations Advisor and/or other HQ based colleagues;
  • If a second round of the presidential election is required, support NEC to undertake a swift lesson learned to identify improvements needed for the second round; and
  • Perform additional task as required.

Required Skills and Experience

Education: 

  • Master’s Degree in International Relations, International law, Political Science or any other related field. Bachelor’s degree accepted with significant relevant work experience.

Technical Experience:

  • A minimum of 5 years functionally relevant professional experience:
  • Experience in working directly with Electoral Management Bodies, with a focus on provision of technical advice, operational implementation;
  • Comparative experience in working in tally centre and data entry processes preferred;
  • Experience in working in post-conflict or transitional countries; and experience in West Africa, an asset;
  • Experience working with the UN, a UN agency or an international organization on electoral issues.

Language Requirements:

  • A high level of written and spoken English is essential; report writing skills desirable.
