Consultancy to Undertake a Suitability Assessment of Agriculture and Water Management Techniques in Eastern and South-Western Uganda

Background

Government of Uganda, through Ministry of Water and Environment (MWE) is currently developing a proposal, “Building Resilient Communities and Ecosystems through Restoration of Wetlands and Associated Catchments in Uganda” to be submitted to the Green Climate Fund (GCF). The proposal is for an eight (8) year project aimed at restoration of degraded wetland ecosystems and enhancing resilience of at least 800,000 households in south-western and eastern Uganda. The Green Climate Fund (GCF) is a new fund created under the United Nations Framework Convention on Climate Change (UNFCCC) and is designed to support developing countries mover towards low emissions and climate resilient development. The proposed executing entity for the project is the Ministry of Water and Environment through the Directorate of Environmental Affairs. The partner or collaborating entities will include the Ministry of Agriculture, Animal Industry and Fisheries (MAAIF), the National Forestry Authority (NFA), the Uganda Wildlife Authority (UWA), Uganda Tourist Board (UTB), the Directorate of Water Resources Development and the private sector, Ministry of Local Government and relevant District Local Governments.   The key result areas of the proposed project include:-

  • Reduced emissions;
  • Analysis of current and trends in  use of wetlands, forestry, and other land uses;
  • Increased resilience of most vulnerable people and communities;
  • Health, well-being, food and water security;
  • Ecosystems and ecosystem services.

However, the following key areas where require additional background data i.e. climate & weather change information, hydrology of wetlands; alternate livelihood options, population and beneficiary analysis, governance, sustainability and exit strategy. This information should be derived from a pre-feasibility as well as full feasibility study conducted in the proposed project sites. The UNDP Uganda Country Office currently seeks to hire the services of a consultancy firm to undertake a Suitability assessment of agriculture and water management techniques.

Objectives of the Consultancy:

The overall objective of this consultancy is to carry out a feasibility study involving desk review and field work to generate secondary data that will feed into the proposal development process.

Specific objectives:

The specific objectives include the following:

  • Review related literature and databases for data on climate and weather, hydrology; alternative livelihood options; and population as well as population density for the target communities  in South western and Eastern Uganda;
  • Compile  and analyze the required data and submit it to MWE and UNDP.

Duties and Responsibilities

The scope of the assignment is to prepare a feasibility study for restoration of wetlands in South western and Western Uganda.

Specific Tasks:

Under this component, the consultant will implement the following specific tasks related to the assignment:

Climate change: Undertake desk review and compile and analyze information on climate & weather in South Western and Eastern Uganda. Additionally, the consultant is expected to review climate related databases and generate climate and weather data for the last 30-40 years for South western and Eastern Uganda. The consultant is also expected to collect data to provide evidence on:

  • Specific impacts of climate change on wetland degradation and livelihoods of those in the targeted areas;
  • How the reduction in the water table in both “western and eastern Wetlands Basin” in the targeted districts will affect the population, i.e.  How many will be affected, what are the economic and livelihood losses?;
  • The rate of wetland loss per year, and the potential loss (livelihoods, economic, Environmental loss) if no intervention is taken;
  • Environmental impacts (both good and bad), social impacts, economic co-benefits and gender.  

Hydrology: Review related literature and compile and analyze data on hydrology. Specifically, the consultant should look at the following:

  • Water quality;
  • Water quantity including flow rates;
  • Water/ wetland coverage, taking into account the seasonality variations.

Livelihoods: Review the alternative livelihood options in wetland areas in the target communities; highlighting the opportunity costs of moving away from the wetlands and analysis of the options; and best practices for management of wetlands.

Governance, sustainability and exit strategy:

  • Identify the specific capacities or resource constraints of the government to address the wetland degradation challenges themselves (barrier);
  • Assess if there has been any community consultations of any sort in the areas targeted by this project?;
  • Identify some exit strategies, i.e.  what is already in place that will ensure sustainability (not what is planned);
  • Quantification of the co-benefits (E.3.1) ? Environmental impacts (both good and bad), social impacts, economic co-benefits and gender impact.

Population and beneficiary analysis: Review related information on population in the target communities. The consultant should also look at the past three census data (2014, 2002, and 1991); and provide population data (disaggregated by gender, and location). Data on population density should be sourced and provided by the consultants. Identify and suggest the beneficiary groups:

  • Break down of beneficiaries, how many men and women, landless, etc;
  • quantification of the co-benefits

Deliverables:

  • Signing of the contract and presentation of acceptable inception report
  • Presentation of revised draft Feasibility study report.

Submission of revised final draft feasibility study report.

Competencies

  • Good analytical and report writing skills;
  • Good presentation and communication skills;
  • Good conceptual and critical thinking;
  • Excellent  in human relations, coordination, planning and team work.

Required Skills and Experience

Education:

  • At least Master of Science in Environment and natural resources or in any other relevant field of study (A PhD is an added advantage).

Experience:

  • Proven track record in experiences in developing natural resources management and Climate change adaptation/ mitigation projects;
  • At least 7 years of experience in the relevant field.

Language requirements:

  • Excellent written and spoken English.

Methodology:

The consultant will strictly follow the work plan and the time schedule agreed with the Ministry of Water and Environment and UNDP in undertaking the contract assignment.

  • An appropriate methodology will have to be determined by the consultant in consultations with the Ministry of Water and Environment, UNDP and other key stakeholders/sectors;
  • The consultant will undertake collection of all the required data/information from various sources. The Ministry of Water and Environment will facilitate in collection of the data/information with required official letters and contact with focal person(s) wherever required;
  • The consultant will facilitate in presentations and coordination of the stakeholder workshops as per the agreed work schedule and;
  • The consultant will keep minutes of the meetings/workshops.

The methodology should be clearly documented in the report including comprehensive details of the following:

  • Documents reviewed (internal and external analyses); 
  • Interviews and meetings attended;
  • Consultations held with all key stakeholders;
  • Project sites visited, if any and;
  • Techniques and approaches used for data/information gathering, verification and analysis.

Institutional Arrangement:

  • The Consultant shall work under the overall supervision of the Director of Environmental Affairs, Ministry of Water and Environment in close consultation  with UNDP and other relevant key agencies;
  • The consultant shall work with relevant officials and committees within the Ministry of Water and Environment on day-to-day activities and submit daily/weekly/monthly reports as required and agreed in the work plan/time schedule.

Duration of the Work:

  • The duration of contract shall be 10 working days with effect from 15th February 2018 to end of April 2018;
  • The duration of the consultancy contract may be extended if required by Wetlands Management Department;
  • Delay in submission of the report as per the agreed time schedule will be liable for payment of penalty as per the contract agreement.

Duty Station:

The consultant will be based in Kampala and will be attached with the Ministry of Water and Environment under the overall supervision of the Director of Environmental Affairs. The consultant might require travelling within Uganda for workshops, data gatherings and for other purposes as per the guidance provided by the Ministry of Water and Environment. 

Scope of Price Proposal and Schedule of Payments:                 

  • The consultant is required to offer a Lump Sum fee for the assignment. The lump sum amount must be “all-inclusive[1]”. Should there be a requirement for the consultant to travel to other districts, the consultant will be paid Daily Subsistence Allowance (DSA) at the UN rate prevailing at the time of sourcing for travel;
  • The schedule of payment for the services will be guided by the contract agreement.

[1] The term “All inclusive” implies that all costs (professional fees, airfare for the most direct and economic routes, living allowances, communications, consumables, etc.) that could possibly be incurred by the Contractor are already factored into the final amounts submitted in the proposal.
