Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. Context:

Support the SCR program in the compilation of reports about incidents in Sri Lanka during the armed conflict, as well as the budget analysis of the previous assignment and the future scenarios of the strength of Government of Sri Lanka in the provision of reparation services for the victims.

Core Functions / Responsibilities:

1. Conduct a budget analysis of the Sri Lankan government expenditure on compensations to victims of internal conflict between 2005-2016 (years 2005/2017 with a particular focus on the 2015/17 budget), including livelihood (benefits in cash and in-kind) for victims of internal conflict, operational and administrative expenditures of the respective ministries or authorities. 2. Estimate a budget simulation of the Sri Lankan government expenditure on compensations to victims of internal conflict until 2027 based in the assumptions collected in the mapping analysis. 3. Map and collect quantitative information in official reports and studies related with different types of incidents in Sri Lanka. The type of incidents should include those recognized by International humanitarian law and international human rights law.

Tangible & Measurable Output:

1. Collection and mapping analysis about the Government official reports, International Agencies and Academy Studies and research’s with quantitative information and Data Sets related with Human Rights or International Humanitarian Law types of incidents in Sri Lanka. 2. Estimation about the magnitude of Human Rights or International Humanitarian Law types of incidents in Sri Lanka, by year, type and location, and propose a periodization based on Desk Research about the most important government reports and studies, as well as interview with experts.

3. Analysis of the budget allocation and spending by the ministries and authorities, the recurrent and capital expenditure involved in victim’s livelihood/social/compensation in Sri Lanka by the government.

Realistic Delivery Date Work Delivery

1 Month: Methodology and detailed plan of action.

1-2 Month: Document with a collection and mapping analysis the Government official reports, International Agencies and Academy Studies and research’s with quantitative information and Data Sets related with Human Rights or International Humanitarian Law Rapid types of incidents in Sri Lanka.

2 Month: Draft Estimation the magnitude of Human Rights or International Humanitarian Law Rapid types of incidents in Sri Lanka, by year, type and location, and propose a periodization based on the most important studies and interviews with experts.

2-3 Month: Draft analysis of the budget allocation and spending by the ministries and authorities, the recurrent and capital expenditure involved in victim’s livelihood/social/compensation in Sri Lanka by the government.

3 Month: Draft analysis with the different cost scenarios for financial compensations and the budgetary implications in the future to compensate different type of incidents.

4 Month: Final Estimation the magnitude of Human Rights or International Humanitarian Law Rapid types of incidents in Sri Lanka.

5 Month: Analysis of the budget allocation and spending, the cost scenarios for financial compensations and the budgetary implications.

Performance Indicators for Evaluation of Results

The consultant has to look at the past, current and future trend of expenditure on compensations to victims of internal conflict share within the national and sector budget a (both in percentage and real terms). It has to provide comprehensive responses to the following issues:

• How much priority is given to expenditure on compensations to victims of internal conflict compared with other social welfare services targeted to vulnerable population? • What are the most significant trends in the compensations to victims of internal conflict spending and shifts in priority expenditures?

• What is the rate of expenditures (the recurrent and capital expenditure) comparing budget allocations expenditure on compensations to victims of internal conflict with actual budget performance (looking at releases and actual expenditures)?

Required Qualifications and Experience:

Education

• PHD or Master Degree in Economics, Sociology, Development Studies and a Degree in Social Science, Humanities, Finance, Public Administration or related field from an accredited academic institution with Three (3) years professional work experience or; Page 2 / 4• University degree in the above fields with minimum five (5) years related work experience as a consultant in similar capacity.

Experience

• International experience in government reparation program’s and registry systems for victims of internal conflict;

• Previous experience preferably as a consultant in economic analyses, public policy design and evaluation for the government in the International Humanitarian or Developing fields; • Demonstrated experience in the management and supervise multicultural team works in public sector, academy or international agencies

• At least 2 Years of experience working with victims is advantageous;

Languages

• Fluency in English is required. Working knowledge of Sinhalese is an advantage. Desirable Competencies:
