OBJECTIVES OF THE PROGRAMME

For Noncommunicable Disease Prevention and Control (NCD)

--> To support Member States in the prevention and control of noncommunicable diseases (NCDs)—particularly cancers,diabetes, and cardiovascular and chronic respiratory diseases—by raising priority accorded to NCDs through international cooperation and advocacy; strengthening national capacity, governance, multisectoral action, and partnerships; reducing the major modifiable risk factors, such as tobacco use, harmful use of alcohol, unhealthy diets, and physical inactivity, by developing and implementing effective legal frameworks; orienting health systems through people-centred health care and universal health coverage; promoting high-quality research and development; and monitoring trend, determinants, and Progress to achieve global, regional, and national targets through evidence-based interventions.

 

For Health Promotion (HPR)\:

--> To support Member States in developing sustainable and autonomous infrastructure for health promotion to effectively apply and scale-up health promotion approaches to address priority public health concerns. Emphasis is placed on development of urban health strategies. Capacity in countries will be enhanced through leadership development programmes. Building healthy public policies, creating supportive environments, strengthening community action and personal skills will be promoted in a range of settings e.g. cities, islands, schools, workplaces among others.

DESCRIPTION OF DUTIES

Under the supervision of the Coordinator, Noncommunicable Diseases and Health Promotion (NCD), and guidance of DNH, the incumbent will perform the following functions\:

 

(1) Support implementation of the Regional Action Plan on Health Promotion in the Sustainable Development Goals 2018-2030 and the Regional Framework for Urban Health in the Western Pacific 2016-2020, through\:

 

a. Managing the regional health promotion programme and provide technical support for policy/programme development, implementation, and evaluation in the Western Pacific Region;

b. Building and strengthening partnerships with multiple stakeholders to advance health promotion through policies, legislation, regulation, fiscal and administrative interventions and other approaches;

c. Supporting and coordinating with national authorities and multisectoral partners in the development, implementation and evaluation of national strategies, polices and plans for health promotion programmes, including capacity-building and research;

d. Promoting urban health and health-in-all-policies through technical support for development of healthy settings, particularly healthy cities; and

e. Supporting planning, implementation and evaluation of NCD risk factor reduction interventions, particularly for physical activity and salt reduction.

 

(2) Support activation and monitoring of WHO collaborating centres for health promotion to contribute to a harmonized plan of action;

 

(3) Provide technical inputs and support to the NCD Coordinator and other NCD staff in planning and developing relevant tools and advocacy products related to NCD risk factor reduction and health promotion; and

 

(4) Undertake any other duties as requested by the NCD Coordinator.

REQUIRED QUALIFICATIONS

Education

Essential\: Master's degree in public health or health promotion from a recognized university.
Desirable\: Advanced postgraduate degree in any public health related field from a recognized university.

Experience

Essential\: Minimum seven years' work experience in health promotion (specifically related to NCD risk factor reduction) or healthy cities or urban health including experience at national and international level.
Desirable\: Minimum two years' work experience in an international organization is highly desirable.

Skills

--> Skills in programme/project development, management, and in promoting national initiatives.

--> Capacity to coordinate and integrate related programme activities.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 70,647 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2208 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
