Consultant: Organizational Development Specialist (10 months)

The Organizational Development Specialist will support the implementation of the programme shifts for the next Country Programme of the UNICEF Philippines Country Office (PCO). This involves developing the organizational capacity especially the leadership to implement and achieve the shifts in the programme strategies and ways of working.

Major Tasks

  • Conduct a desk review of organizational documents related to the expected shift in the next country programme.
  • Assess the current structure and systems of the Philippines Country Office,
  • Develop an organizational development strategy that includes the impact of the changes emanating from the new country programme.
  • Conduct team coaching to the programme leadership teams.
  • Develop and implement a communication plan that facilitates information sharing and feedback mechanism across the organization.
  • Participate in relevant Country Programme development discussions.
  • Provide training, coaching and on-going support to staff regarding the envisioned changes.
  • Facilitate the identification of new skills and profiles required and provide support in developing these.
  • Prepare and submit a final consultancy reports that includes activities done, observations and recommendations.

Deliverables

February 2018

  • Work plan for the assignment.
  • Assessment report of the current structure and working processes.

March 2018

  • Approved Organizational Development Plan to support the implementation of the new Country Programme.

March to September 2018

  • Team and individual coaching sessions with section chiefs.
  • Written recommendations for learning priorities for the new Country Programme.
  • Materials and activities to communicate and support staff for the transition/change (e.g., orientation session, focus group discussions, trainings).

October 2018

  • Final consultancy report.

Qualifications and Competencies of Successful Consultant

  • Advanced degree (Master’s or higher) in Organizational Development, Human Resources, Management, Business Administration or other related disciplines.
  • Minimum 5 years of relevant work experience that includes change management processes. Preferably have handled similar projects/activities with a UN office.
  • Professional experience in the use of participatory methods and approaches.
  • Strong analytical skills
  • Good communication and facilitation skills
  • Good interpersonal and negotiation skills
  • Flexibility
  • Able to work in a multi-disciplinary, multi-cultural environment.
