Project Background
Islamic Relief Worldwide (IRW) is committed to the international humanitarian commitments of ‘Leave No One Behind’ and the Core Humanitarian Standards drawing on our Gender Justice, Child Protection, Inclusivity and Conflict Sensitivity[1] experiences and policies[2]. IRW ensures its work has the greatest positive impact on the lives of all women, men, girls and boys of all ages and abilities whom we serve.
Funded by SIDA, IRW is piloting a protective inclusive approach to programming in six country offices (Gaza, Syria, Iraq, Yemen, Ethiopia and Pakistan). The overarching guidance is imbedded under protection mainstreaming principles. The programmes started March 2017 and will finish February 2018, each one of them is delivering a different intervention in different sectors. The project is implemented by IRW Programme Quality Department with focal points in 6 country offices.
Objectives
IRW is seeking a Consultant/Consultancy Company with a proven background in developing training materials/tools on child protection.
IRW has developed a training package on child protection under the Child Protection Policy and Channels of Hope Methodology with a faith sensitive approach and has trained a number of its country offices. We are looking to convert this training tools into an e-module to make it widely accessible for all IRW staff. Content of the e-module should bring together IRW experience as well as experience from the sector.
Duration of the e-module should not exceed 60 minutes
Review and revise Islamic Relief’s internal Child Protection (Safeguarding) Policy.
Scope
The scope of this assignment is to develop an e-module on child protection for IRW staff and review and revise the child protection (safeguarding) policy.
Methodolgy
In supporting the development of the training package and the production of the e-module, we expect the consultant/company to adopt a participatory and flexible approach including;
· Desk review of IRW documents and policies that are relevant to the training package development.
· Literature review of existing training packages in the sector that covers child protection and child safeguarding.
· Literature review of existing relevant minimum standards to ensure the deliverables meet minimum standards and additional supporting documents.
· Meetings and interviews with key staff in IRW headquarters.
· Develop an interactive e-module on child protection for IRW country offices
· Translate the e-module and child protection policy into Arabic language
Project requirements
The successful bidder is expected to have:
· Significant experience in training module development in an international development context
· Understanding, experience and knowledge child protection and child safeguarding
· Proven experience in developing e-learning modules on child protection
· Policy development
· Outstanding analytical skills
· Excellent writing and communication skills
· Experience in design and illustrations
· Adaptable: ready to work with a range of approaches as best fits each of the programmes, countries and teams within the portfolio
· Experience of working with a culturally diverse client group
· Engaging: able to relate to a range of cultural backgrounds and able to build effective relationships

Consultancy contract
This will be for an initial period that is to be specified by the consultant commencing from February 2018 (exact date to be mutually agreed). The selected candidate is expected to work from their home/office and be reporting into the Programmes Quality Department of IRW.
The terms upon which the consultant will be engaged are as per the consultancy agreement. The invoice is to be submitted at the end of the assignment and will be paid on net payment terms 28 days though we can be flexible.
All potential applicants must fill in the table beneath in Appendix 1 to help collate key data pertaining to this tender. The applicant must be clear about other expenses being claimed in relation to this consultancy and these must be specified clearly.
For this consultancy all applicants are required to submit a covering letter with a company profile(s) and CV’s of all consultants including the lead consultant(s).
A proposal including, planned activities, methodology, deliverables, timeline, and cost proposal (including expenses) are expected.
Other relevant supporting documents should be included as the consultants sees fit.
All applicants must have a valid visa or a permit to work in the UK (if travel is required to the UK). A valid visa/work permit is also required for those areas required to be visited as part of this consultancy.
