The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Background:

NRC has been operating in Iraq since 2010, to respond to the needs of the most vulnerable people affected by ongoing conflict in the region. NRC has a country office in Erbil, KR-I, and area offices in Baghdad, Dohuk, Kirkuk and Nineveh.

NRC’s national program strategy for 2018 will facilitate a shift from emergency response tools towards longer term initiatives, while maintaining the effective delivery of robust emergency response. In 2018, NRC Iraq will maintain a sectoral focus on education, Information Counselling and Legal Assistance (ICLA) and livelihoods interventions, complemented by post-emergency WASH and shelter interventions with a two pronged approach within CCCM: both in-camp, and in urban and peri-urban areas. Cash-based and innovative programming will be at the centre of NRC Iraq’s efforts. NRC will prioritize assistance to those who have been left outside of social assistance schemes and recovery and reconstruction efforts, which will have prevented them from seeking durable solutions.

In 2018, NRC’s target population will be new underserved communities and locations, with a focus on IDPs returning to destroyed and disrupted communities unable to reintegrate due to insecurity. NRC will also prioritise serving vulnerable IDPs unable to return for reasons outside of their control, and responding to short-term displacement as a result of localized conflict and asymmetric attacks.

 

Overview:

The purpose of Camp Management (CM) Officer is to implement day to day activities of CCCM programme. The Camp Management Officer will be directly involved in the implementation of camp management activities with the aim to improve service coordination and management of IDP camps. CM Officer is reporting to Camp management Project Coordinator (CM PC). The position is based in Hamam Al Alil, Nineveh.

 

Ideal Candidate Profile:

 A university graduate with minimum (2) two years’ experience working as a Project Officer in a humanitarian/recovery context is required. Ideally the candidate should have good reporting skills and be able to use MS Word, Excel, Powerpoint and Outlook. Fluency in spoken and written English, Arabic is a must. Knowledge of humanitarian principles and code of conduct is essential.

 

Key Job Tasks and Responsibilities:

  • Work with camp residents to understand issues faced by camp residents, and coordinate with CCCM Project Coordinator and Project Manager on identifying solutions.
  • Coordinate activities within the community, conduct assessments, surveys and focus group discussions.
  • Contribute to establish and maintain coordination mechanisms (e.g. camp coordination meetings) and coordination tools (e.g. 3W, camp resident database etc.).
  • Ensure that the displaced are aware of the assistance and services available in the camp and how to access them.
  • Attend onsite coordination meetings pertaining to CCCM activities and development to avoid duplications of activities and identify gaps.
  • Carry out and monitor camp maintenance activities.
  • Set up and maintain an overall schedule and plan of activities of NRC Camp Management staff and activities in the camp(s).
  • Participate in the recruitment of staff and provide on the job training as required.
  • Ensure that gender and protection mainstreaming are carried out at the field level by all staff and throughout all activities. Promote durable solution.

 

Qualifications:

  • Ability to work in Hamam al Alil, and provide own transportation and accommodation.
  • Ability to communicate effectively with people of all ages, genders, education levels, and backgrounds.
  • Good computer application skills in Microsoft Excel, Word, PowerPoint, database and network communications.
  • Good cultural awareness, empathy and sensitivity.
  • Highly approachable, trustworthy and confidential.
  • Ability to work independently whenever required.

 

The post will be for (6) six-months contract duration with possibility of extension- subject to funds and satisfactory performance.

Salary: 5/1 according to NRC-Iraq's salary scale.
